中文摘要: | 摘 要 近些年来,伴随着我国经济的快速发展,工程项目的数量和复杂性都大大增加,为了更好地对工程项目进行从设计到施工的全流程管理,一些建筑设计院选择EPC工程总承包模式承接项目。同时,许多建筑设计院为了抢占市场,过度压低项目报价,造成项目在施工中就已经严重超出预算的紧迫局面。还有一些项目即使预算未超标,但项目利润微薄。如何在满足合同对于进度和质量要求的前提下,更大程度的优化EPC项目成本是建筑设计院单位在当前形势下提升盈利水平、增强自身竞争力的重要课题。 本文主要采用的研究方法为文献阅读法和案例研究法。通过阅读大量成本管理的相关理论文献,同时深入A建筑设计院取得该院EPC项目成本管理的原始资料进行案例研究。 本文首先介绍了目标成本管理的理论,同时指出EPC项目成本管理需要关注的要素还应包括项目质量和进度。随后结合A建筑设计院的ST城住宅EPC项目的成本管理情况分析了其存在的问题,提出从目标成本的预测、分解、动态监控、事后考核四个维度进行优化,同时加强项目质量成本监控,并构建以成本为中心的进度管理指标体系,使其能够对EPC项目成本管理起到一定的预警作用。最终使整个EPC项目成本管理体系更加合理,并通过采取多角度、多维度的管理措施优化项目成本水平。 本文的主要创新点在于在将项目质量和项目进度纳入成本管理体系中,以避免大多数EPC项目成本管理停留在会计核算阶段,而不能从源头做好成本管理的局面。同时在目标成本的预测方面,充分考虑当前A建筑设计院的成本管理水平,将成本分为目标值和挑战值,更有利于激发项目人员进行成本管理的主观积极性。 希望通过本文对A建筑设计院EPC项目成本管理的研究,能够为国内众多同样采用EPC模式承接项目的建筑设计院起到一定的指导作用,帮助它们进一步优化EPC项目成本,从而在竞争中不断增强实力,做大做强。 | |
英文摘要: | Abstract In recent years, with the vigorous development of China's economy, the demand for various construction projects has increased. More and more architectural design institutes begin to adopt the EPC model to undertake these construction projects. On the one hand there are more opportunities, but on the other hand market competition is fiercer. In order to seize these opportunities, many architectural design institutes lower their quotations too much, resulting in cost overrun. On the basis of meeting the requirements for quality and progress, a greater degree of optimization in cost is an important issue for these architectural design institutes. Research methods used in this paper are literature reading and case study. This paper is completed through reading a large number of relevant theoretical papers on cost management, and also obtaining the original data of the EPC project in A Architectural Design Institute for case study. Firstly, this paper explains the relevant theory of target cost management, and then introduces the current situation of project cost management in A Architectural Design Institute. After that, the paper analyzes the cost problems in the EPC project and then suggests that the cost could be optimized by modifying the target cost management process. It is also pointed out that the project quality and progress management should not be ignored. They could play a warning role in cost control. By taking multi-angle, multi-dimensional management measures, it is clear that the project cost could be optimized and the gross profit level could be improved. The main innovation point of this paper is to integrate the project quality and project progress into the cost management system. At the same time, this paper fully considers the reasonable cost level of A Architectural Design Institute. The planned cost is divided into target value and challenge value, which is more helpful to stimulate the wokers’ motivation to manage cost. It is hoped that the research in this paper could play a guiding role for many architectural design institutes that also use EPC model. In the near future, their project cost could be further optimized and these architectural design institutes could continuously enhance their strength in the competition and become bigger and stronger. | |
