| 中文摘要： | 公屋，即公共的房屋，常指由政府支持建设，用于保障未实现购房居民居住需求的房屋。我国政策性住房在面积、售价等方面都受到政府的政策限制，接受地方政府严格的标准控制，而此标准通常以满足最基本的居住需求为标杆。近些年来，由于我国居民生活水平的日益提高，居住需求也随之产生了变化，居民对于居住条件的需求已经由遮风避雨的居住空间需求转变为对科学舒适、功能合理的居住条件的需求。这种市场需求与产品供应间的不对称尤其集中地反映在新建城区。以STC区域为例，为了更好地吸引人才、服务人才，公屋企业目前尝试提供具有一定保障性质的、满足区域内较低收入家庭或新居民住房需求的租、售房屋产品。本文在查阅大量国内外住房保障政策及相关建设运营案例基础上，分析归纳政策性住房产品的运营模式，并以STC区域为背景，以STC区域政策性住房产品公屋为对象，分析公屋企业建设运营情况，总结当前运营模式下存在的问题及相对应的解决方案。比如，国家和各区域政府已先后出台了多种政策，指导企业建设运营。但在实际操作过程中，企业仍然会面临政策、公司战略、融资、市场及内部管理中的各种问题。在此基础上，讨论优化运营模式方案，并提出争取政策支持、拓宽融资渠道、提升企业管理三方面措施，帮助STC公屋企业新运营模式方案的落地，解决企业长久、可持续发展问题，有效渡过现实中面对的困境。由于本人研究的案例具有区域特性，所以希望通过此文引发大家对政策性住房运营模式的更多思考，最终实现政策性住房产品建设运营企业的可持续发展。 | |
| 英文摘要： | Public housing, that is, public housing, often refers to the construction supported by the government, which is used to protect the housing that does not meet the housing demand of the residents who buy houses. China's policy housing is limited by the government's policies in terms of area and price, and is subject to the strict standard control of the local government, which is usually based on meeting the most basic residential demand. In recent years, due to the increasing living standards of Chinese residents, the demand for living has also changed. The demand for living conditions of residents has changed from the demand for shelter from wind and rain to the demand for scientific, comfortable and functional living conditions. This asymmetry between market demand and product supply is especially reflected in the newly built urban areas. Taking STC area as an example, in order to better attract talents and service talents, public housing enterprises are trying to provide housing rental and sales products with certain guarantee nature that meet the housing needs of lower income families or new residents in the area.Based on a large number of domestic and foreign housing security policies and related construction and operation cases, this paper analyzes and summarizes the operation mode of policy based housing products, and analyzes the construction and operation situation of public housing enterprises, and summarizes the existing problems under the current operation mode, taking STC region as the background and STC region as the object. For example, the state and regional governments have issued a variety of policies to guide the construction and operation of enterprises. However, in the actual operation process, enterprises will still face various problems in policy, financing and internal management. On this basis, the optimization scheme is discussed and the corresponding countermeasures are established. Through the establishment of a new operation mode, and in three aspects of seeking policy support, broadening financing channels, and improving enterprise management, we can finally effectively solve the difficulties encountered in the operation mode of public housing enterprises.Because the case I studied has regional characteristics, I hope that through this paper, we can arouse more thinking about the operation mode of policy housing, and finally achieve the sustainable development of the construction and operation enterprises of policy housing products. | |
