中文摘要：	政府引导基金作为财政资金改革的一种方式，改变了以往的政府资源配置要素和对象。政府引导基金的设立和落地，不仅能够实现有限资源的优化配置，而且能够处理好政府与市场之间的关系、促进某个（某些）行业的重点优先发展。但不同利益相关者之间因为利益诉求的差异易产生难以预见的矛盾，为了提高政府引导基金的使用效率，本文以山东省政府引导基金为研究对象，从利益相关者视角，探索更为有效的利益管理方式。 首先，在广泛搜集并深入研读政府引导基金相关文献的基础上，对政府引导基金理论、利益相关者理论和利益管理理论三个方面进行了系统阐述，总结并进一步深入分析政府引导基金的利益相关者及利益管理基本框架。 其次，以山东省政府引导基金为例，从募集资金阶段、基金投资、投后管理、基金退出四个阶段的内外部利益相关者及其利益实现进行讨论分析。总结山东省政府引导基金利益管理特点，分析了山东省政府引导基金利益管理核心问题及风险。 再次，分析引导基金优化利益管理的目标与原则，在总结国内外优秀经验基础上，针对山东省政府引导基金利益管理中的核心问题，提出提升山东省政府引导基金利益价值的政策建议，为政府引导基金利益管理提供灵感。 本文构建了政府引导基金利益相关者的基本框架，并将政府引导基金与多重利益相关者利益进行整合。并从利益相关者的立场出发，对政府引导基金管理加强认识、发现问题、更正不足。
英文摘要：	As a way of financial fund reform, government guided fund has changed the elements and objects of government resource allocation in the past. The establishment and implementation of government guided fund can not only realize the optimal allocation of limited resources, but also deal with the relationship between the government and the market, and promote the priority development of a certain industry. However, due to the differences of interest demands among different stakeholders, it is easy to produce unforeseen contradictions. In order to improve the use efficiency of the government guided fund, this paper takes the government guided fund of Shandong Province as the research object, and explores more effective interest management methods from the perspective of stakeholders. First of all, on the basis of extensive collection and in-depth study of the relevant literature of the government guided fund, this paper systematically expounds the government guided fund theory, stakeholder theory and interest management theory, summarizes and further analyzes the stakeholders of the government guided fund and the basic framework of interest management. Secondly, taking the government guided fund of Shandong Province as an example, this paper discusses and analyzes the internal and external stakeholders and their benefits realization in the four stages of fund raising, fund investment, post investment management and fund withdrawal. This paper summarizes the characteristics of government guided fund interest management in Shandong Province, and analyzes the core issues and risks of government guided fund interest management in Shandong Province. Thirdly, it analyzes the objectives and principles of guiding the fund to optimize the benefit management. Based on the summary of the excellent experience at home and abroad, it puts forward the policy suggestions to improve the value of guiding the fund benefit of Shandong provincial government, which provides inspiration for the government to guide the fund benefit management. This paper constructs the basic framework of government guiding fund stakeholders, and integrates the government guiding fund with the interests of multiple stakeholders. And from the perspective of stakeholders, the government guided fund management to strengthen understanding, find problems and correct deficiencies.
