中文摘要：	随着世界经济的迅猛发展，能源问题及其带来的环境问题日渐受到各国的重视。天然气作为一种优质、高效、方便的清洁能源和化工原料，具有巨大的资源潜力。在我国，国内天然气资源有限，天然气的需求量远超过产量。进口LNG已经成为我国解决能源供应问题，实现经济和社会的可持续发展的重要战略和有效途径。LNG接收站需要建设低温储罐和配套管道设施，泡沫玻璃是接收站建设过程中用到的一种高性能绝热材料，且长期为国外公司所垄断，近年来国内有少数企业对该产品进行了研究和应用，并有国产化的趋势。 CITS有限公司，将以泡沫玻璃为代表的低温绝热新材料的研发、生产及工程化应用为主营业务。作为初创型公司，尚无成熟的运营战略，且国内同行还没有成型的经验可供借鉴，本研究的目的在于，通过对CITS公司运营战略的研究，为公司长期运营与发展提供指引。 本研究在概括回顾运营管理及运营战略相关理论基础上，运用比较分析、文献资料研究和案例分析法相结合的方法，理论联系实际对CITS公司运营战略进行了研究。应用战略研究的“SAC”模型，从使命、目标、差异化能力和策略四个方面对CITS公司运营战略进行了研究，并分别从技术研发、销售营销、QHSE体系和人力资源四个方面提出了相应的实施保障。论文具有一定的创新性，研究结论对相关企业改善运营管理具有一定的借鉴意义。
英文摘要：	With the rapid development of the world economy, the energy and environmental problems have been paid more and more attention by all countries. As a kind of high quality, efficient and convenient clean energy and chemical raw materials, natural gas has great resource potential. In China, the domestic natural gas resources are limited, and the demand for natural gas far exceeds the output. Importing LNG has become an important strategy and effective way to solve the problem of energy supply and achieve sustainable economic and social development in China. LNG receiving stations need to build cryogenic storage tanks and supporting pipe facilities. Cellular glass is a high performance insulation material used in the process of receiving station construction, and has long been monopolized by foreign companies. In recent years, a small number of enterprises in China have studied and applied the product, and there is a trend of localization. CITS Limited will focus on the research, production and engineering application of cryogenic insulation materials represented by cellular glass. As a start-up company, there is no mature operation strategy, and domestic counterparts have not yet formed experience for reference. The purpose of this study is to provide guidance for the company's long-term operation and development through the study of CITS company's operation strategy. Based on a general review of the relevant theories of operation management and operation strategy, this study combines comparative analysis, literature research and case analysis to study the operation strategy of CITS company. Applying the SAC framework of strategic research, this paper studies the operation strategy of CITS company from the four aspects of mission, objective, differentiation ability and strategy, and proposes the corresponding implementation guarantee from the four aspects of technology research and development, sales and marketing, QHSE system and human resources. The paper is innovative to some extent, and the conclusions of the study can be used for reference to improve the operation and management of relevant enterprises.
