中文摘要:公务员的激励问题研究一直是公务员队伍建设中的重中之重,特别是在2018年5月,以中共中央办公厅名义,印发了《关于进一步激励广大干部新时代新担当新作为的意见》,体现了党和国家对于公务员激励工作的重视和要求。党的十九大提出,青年兴则国家兴,青年强则国家强。青年一代有理想、有本领、有担当,国家就有前途,民族就有希望。大力发现储备年轻干部,注重在基层一线和困难艰苦的地方培养锻炼年轻干部,源源不断选拔使用经过实践考验的优秀年轻干部,由此可以看出党和国家对于青年公务员的激励工作更是尤其看重的。 通过对A市政府经济主管部门青年公务员的研究发现,当下的青年公务员具有良好的教育背景、活跃的思维方式以及强烈的追求自我价值实现的愿望,对这一群体的激励策略不可千篇一律,要结合他们的实际情况,对激励策略不断的进行改进完善,从而激发他们干事创业的积极性。 从实际工作来看,在推进青年公务员激励工作中,仍然存在很多问题亟待解决,需要我们及时了解情况、发现问题,分析问题原因,提出解决问题的策略,以及策略的实施保障。本文以A市政府经济主管部门青年公务员激励工作为研究对象,通过查阅相关文献,填写调查问卷,进行座谈交流的形式,了解青年公务员的具体情况、实际问题和理想诉求等。以激励现状情况、问题原因分析、激励改进策略、策略实施保障为主要版块,运用马斯洛需要理论、双因素理论和ERG理论等相关理论,对A市政府经济主管部门青年公务员的激励问题进行了研究分析,提出了一些思路和想法,对于如何做好青年公务员激励工作具有一定的实际意义,同时,对于有关党政机关青年公务员的激励工作也有一定的借鉴意义。 
英文摘要:In May 2018, the General Office of the CPC Central Committee issued the opinions on further inspiring cadres to assume new responsibilities and make new achievements in the new era, which reflected the importance and requirements of the party and the country on the incentive work of civil servants. The 19th national congress of the communist party of China pointed out that when young people thrive, the country prospers, and when young people are strong, the country is strong. If the young generation has vision, ability and responsibility, the country will have a future and the nation will have hope. We will make great efforts to reserve young cadres, pay attention to training and training young cadres at the grassroots level and in difficult places, and keep selecting and using excellent young cadres who have passed the test of practice. It can be seen that the party and the country for the young civil servants of the incentive work is especially valued. Through the study of A government department in charge of economic young civil servants found that today's youth civil servants have good education background, active way of thinking and A strong desire to the pursuit of self-value realization, the incentive strategy not to this group are the same, want to combine their actual situation, to improve the incentive strategy continuously perfect, so as to stimulate their enthusiasm of the young civil servants. However, from the practical work, there are still many problems to be solved in the promotion of young civil servants' incentive work. We need to timely understand the situation, find out the problems, analyze the causes of the problems, put forward the strategies to solve the problems and guarantee the implementation of the strategies. This thesis takes the incentive work of young civil servants in the economic department of A municipal government as the research object, through consulting relevant literature, filling in questionnaires and conducting discussion and exchange, the specific situation, practical problems and ideal demands of young civil servants are understood. With the incentive current situation, problem reason analysis, incentive strategy improvement and strategy implementation guarantee as the main section, this thesis studies and analyzes the incentive problems of young civil servants in the economic department of A municipal government by applying Maslow's needs theory, double-factor theory and ERG theory, and puts forward some thoughts and ideas, which have certain practical significance for how to do the incentive work of young civil servants well, and also has certain reference significance for the incentive work of young civil servants in relevant party and government organs.
