中文摘要：	资产的有效管控对企业良性发展的作用日渐凸显。重资产企业面对市场竞争的态势下，不仅要有效挖掘现有资产的价值，而且要保证资产生命周期内新配置资产的达产达效，实现资产保值增值一直是困扰企业高管层的难题。我国重资产企业数量众多，通过构建有效的资产管理体系对企业资产实施系统化的管理以解决现存痛点成为必然选择。随着PAS55、ISO最新资产管理体系系列标准发布实施，国内众多重资产企业有意识并逐步开展标准的学习贯彻，并尝试之构建自身资产管理体系，但期间暴露问题众多，管理成本消耗巨大但作用不及初衷。本论文通过研究重资产企业资产管理的特点和现存的疑难问题，从体系的深化认识，贯彻实施、用管理体系方法对重资产企业资产全寿命周期活动进行控制，寻求成本、绩效和风险三者平衡，资产贡献价值最大化的管理理念。以问题导向从可持续发展的角度对重资产企业资产、关键资产的价值确认及价值实现进行了探讨，沿着公司战略—资产管理方针—资产管理战略—资产管理目标—资产管理计划这条主线，以资产、资产组合、资产系统为管理对象，分析了重资产企业资产管理体系构建目标、方针范围、要素构成、关联关系到构建资产管理体系总体框架，并提出重资产企业资产管理体系的实施保障、资源配置和绩效跟踪评价以及体系整合的风险控制。本论文从重资产企业资产管理体系标准化构建实施与保障研究的视角，并以W公司为例，提出了解决重资产企业资产管理问题的思路和具体措施。探讨建设符合自身资产特点，满足标准要求的资产管理体系，有效应对公司在资产管理方面挑战。
英文摘要：	There is no doubt that asset management has an important impact on economic development. Under the environment of fierce competition in the market, how to make efficient use of the stock assets and give full play to the quality of newly added assets and value creation in the whole life cycle of assets to realize the preservation and appreciation of assets has become an urgent problem to be solved. All kinds of state owned enterprises in China are typical heavy asset organizations. The construction and implementation of scientific standardized asset management system is a pressing matter of the moment. Since ISO issued ISO55000 series standards for asset management system, many domestic heavy assets enterprises have established awareness and gradually carried out the study and implementation of asset management system standards. By studying the characteristics and difficult problems of asset management in heavy assets enterprises, this paper puts forward the management idea of deepening the application of asset management system, improving the level of asset management, and effectively controlling the life cycle of assets in heavy assets enterprises with management system methods, so as to maximize the value of assets creation, centering on the core objective of optimizing the cost, performance and risk of asset management system. From the perspective of sustainable development, this paper probes into the value recognition and Realization of assets and key assets of heavy assets enterprises, along the main line of company strategy-asset management policy-strategic asset management plan-asset management goal-asset management plan, and takes assets, asset portfolio and asset system as management objects, and analyses the assets management body of heavy assets enterprises. It is related to the construction of the overall framework of asset management system, and puts forward the implementation guarantee, resource allocation, performance tracking evaluation and risk control of system integration of asset management system of heavy assets enterprises. From the perspective of standardization construction, implementation and guarantee of asset management system in heavy assets enterprises, this paper puts forward some ideas and concrete measures to solve the problem of asset management in heavy assets enterprises. Taking W Company as an example, this paper explores how to build an asset life cycle management system conforming to ISO55000, which can effectively solve the problems and challenges faced by the company in asset management.
