| 中文摘要: | 摘 要 在近年来国际油价低迷的大环境下,石油企业为维持企业健康可持续发展,纷纷采取相应的措施,提高生产效率,降低经营成本,“降本增效”工作成为了企业关注的重点。而采购作为供应链管理中的重要环节,愈发受到企业的重视,采购越来越多参与到企业的竞争战略中来,并被视为增加企业利润、增强企业核心竞争力的重要企业职能。集中采购作为供应链管理优化的重要措施之一,已经在全世界各大型集团公司得到广泛应用。本文对C公司集采中心集中采购管理现状进行分析,运用相关理论知识,制定切实可行的改进策略,提出解决问题的方法。 本文首先对采购管理及供应商管理相关理论进行了回顾及综述,在此基础上,基于C公司集采中心集中采购现状,指出其在采购及供应商管理中存在的问题,主要包括:集采产品采购标准不统一;集采清单外产品采购响应速度慢;进口品牌润滑油采购成本上涨压力大;生产物料库存较高;个别中标供应商存在履约问题。针对存在问题,本文做出进一步的剖析,指出造成问题的主要原因所在:采购需求管理不足;缺少专业员工自选物资采购平台;供应商管理水平有待提高;采购策略亟待优化;跨业务部门沟通协作不佳。根据分析原因,本文提出相应的优化策略。采购管理优化方面:组织结构优化,成立品类部与区域集采分中心;需求管理优化,开展采购需求标准化建设,提高采购计划的精度;采购策略优化,不同采购物资根据其特点采取针对性的采购策略;集采平台优化,建设员工自选物资采购平台。供应商管理方面:组建专家小组开展现场考察,优化供应商评估管理;开展供应商绩效考核体系建设,优化供应商绩效管理;合作开展产品的国产化替代及JIT采购,优化与供应商的深度合作。最后,通过组织保障、人才保障、技术保障三方面措施予以保障。 通过本文的研究,希望能够为优化C公司集采中心优化集中采购管理现状提供帮助,同时也为其他类似的企业提供有益的借鉴。 关键词:集中采购;策略优化;采购管理;供应商管理;石油企业 | |
| 英文摘要: | Abstract In recent years, the international petroleum price has been depressed. In order to maintain the healthy and sustainable development of enterprises, petroleum enterprises have taken corresponding measures to improve production efficiency and reduce operating costs. “Cost Reduction and Efficiency Increase" work has become the focus of enterprises’ attention. As an important part of supply chain management, procurement has been paid more attention by enterprises. Procurement has been more involved in the competitive strategy of enterprises. Procurement is regarded as an important enterprise function to increase profits and enhance core competitiveness of enterprises. As one of the important measures of supply chain management optimization, centralized procurement has been widely used in large group companies all around the world. This thesis analyses the current situation of centralized procurement management in centralized procurement center of C Company, applies relevant theoretical knowledge, formulates feasible improvement strategies, and proposes solutions to the problems. Firstly, this thesis reviews and summarizes the related theories of procurement management and supplier management. On this basis, based on the current situation of centralized procurement of C Company's centralized procurement center, it points out the problems existing in procurement and supplier management, including centralized procurement standards are not unified; the response speed of procurement products outside the centralized procurement list is slow; the procurement cost of imported brand lubricants is under great pressure; the stock of production materials is high; and the performance problems of individual successful bid suppliers exist. In view of the existing problems, this thesis makes further analysis and points out the main reasons of the problems, such as inadequate procurement demand management; lack of professional staff procurement platform; supplier management level needs to be improved; procurement strategy needs to be optimized; poor communication and collaboration across business departments. Based on the analysis of the reasons, this thesis puts forward the corresponding optimization strategy. Optimizing procurement management: optimizing organizational structure, setting up category department and regional centralized procurement sub-center; optimizing demand management, developing standardization construction of procurement demand, improving the accuracy of procurement demand and plan; optimizing procurement strategy, adopting procurement strategy according to different characteristics of procurement materials; optimizing and upgrading the centralized procurement platform, and building a professional staff procurement platform. Supplier Management: establishing an expert group to conduct on-site inspection, optimizing supplier evaluation management; developing supplier performance appraisal system, optimizing supplier performance management; cooperating in the localization of products and JIT procurement, optimizing in-depth cooperation with suppliers. Finally, it is guaranteed by organizational guarantee, talent guarantee and technical guarantee. Through this thesis, I hope to be able to provide the help to optimize the centralized procurement management of C Company’s centralized procurement center, and also provide useful reference for other similar enterprises.
