中文摘要:在宏观经济背景下,中小民营企业在发展中存在融资难的问题,银行新增融资额度难以获得的同时,国内上市融资很大程度受政策的影响。因此,企业选择境外上市的方式来解决融资问题有其必然性和可行性。 本文从项目进度管理理论出发首先就民营企业境外上市项目进行内外部环境分析,并列举了拟上市民营企业自身的常见问题以及项目进行中常见的影响项目进度的问题。然后重点论述了民营企业境外上市项目中如何提升项目进度管理水平,有效的对项目进度进行控制。最后本文以K公司境外上市项目管理为例,介绍K公司如何制定项目进度方案,并分析K公司项目超期的偏差分析以及K公司项目的成功经验。 本文分析了企业在项目中容易导致项目延期的常见问题,包括: 1)项目各活动所需时间估算出现偏差;2)项目进度控制程度松紧不一致;3)项目活动中出现难以解决的技术问题;4)项目需求变更;5)项目成员自尊心导致的时间浪费;6)进度落后的恶性循环。 本文对境外上市项目Pre-A1阶段的项目工作活动进行解构WBS,并对应分析项目活动依存关系和历时估算,依据估算结果得到项目的关键路径,并据此估算总的项目历时。在此基础上,本文提出了一系列项目进度控制计划,包括:1)建立项目进度控制沟通机制;2)明确项目进度控制的过程;3)如何在实施阶段加速项目进度。 通过理论和案例研究,使项目进度管理理论在境外上市项目中得以证实,同时对于如何利用项目进度管理理论和进度管理工具制定项目进度计划、控制项目进度等问题进行了论述。 
英文摘要:With the development of China's economy, private enterprises have encountered difficulties in corporate financing. New financing quota for banks is difficult to obtain, while the domestic IPO is greatly affected by the policies, so the enterprise may choosing IPO overseas method to solve the corporate financing problem. After retrospect the theory of project schedule management, this thesis first analyses the external and internal environment of private enterprises in IPO overseas project, then summarize the Inherent problems of private enterprises and the factors which may affect the progress of the project. Then it focuses on how to improve the project schedule management for private enterprises initial IPO overseas. This thesis takes K company as an example, discusses the deviation analysis of K company's project overdue and summarize the successful experience of K company’s project management. This thesis analyzes the common problems which may lead to project delays during the process, including: 1) Deviation in the time estimation of project activities; 2) Inconsistency in the degree of project schedule control; 3) Technical problems that are difficult to solve; 4) Transform in project requirements lead to a waste of resources; 5) Waste of time and resources caused by project members' self-esteem; 6) A vicious spiral for backward progress. In this thesis, WBS is deconstructed for the project work activities in the Pre-A1 phase of IPO overseas project, and the dependence relationship and duration estimation of project activities are analyzed. Based on the results, the CPM of the project is proposed, and the total project duration is estimated accordingly. This thesis proposes a series of project schedule control plans, including: 1) Establishing a project schedule control communication mechanism; 2) Clarifying the process of project schedule control; 3) How to accelerate the project schedule during the implementation phase. Through theoretical research and case studies, the project schedule management theory was applicable in IPO Overseas project. At the same time, how to use project schedule management theory and tools to formulate and control project schedules was also discussed.
