中文摘要:企业商业模式和内部运营管理范式随着互联网技术的深度应用而发生重大变革,平台型企业应运而生。企业通过商业模式的平台化,高效地将产品或服务的供求双方聚集到互联网交易平台,形成规模效应和网络效应,在短时间内改变原来的商业格局,取得了惊人的成就。为适应这种平台化的商业模式,企业内部也需要打造高效的运营管理平台。中国企业可以借助互联网信息技术应用缩短与世界先进企业在人力资源管理方面的差距;同时,互联网经济带来的商业模式变革需要企业转变原有的管理范式,充分激发人的创造力,通过创新保持企业的持续发展,基业长青。 为探索平台型企业人力资源战略规划制定的一般规律,本文以FH集团为例,为实现对外平台化的经营模式和对内平台化的战略运营,在进行了大量文献资料阅读的基础上,收集相关数据,进行内外环境分析和问卷调查,查找平台型企业人力资源战略规划要解决的主要问题,通过人员比率法、专家访谈法等,对企业平台战略的人力资源需求与供给进行分析预测,进而制定企业的人力资源战略规划方案。 通过对平台型企业人力资源战略规划设计,总结出平台型企业人资源战略规划首先是一个开放型的生态系统,以适应人力资本共享化、组织边界虚拟化、平台模式生态化的特点。其次,做好平台型企业人力资源战略规划需要具备战略思维、系统思维、共享思维、项目思维。战略思维定方向,系统思维谋布局,共享思维配资源,项目思维重执行。再次,要有完善的保障措施与灵活的调整机制。不仅限于传统的人力资源管理模块的角度,还应从企业战略、文化、组织、信息化的角度进行系统思考,强化获得高层领导的认同与支持,鼓励其他各部门与业务单位的共同参与,争取广泛的资源,保障战略规划顺利实施。最后,由于人力资源战略规划周期长、见效慢及内外环境变化等因素,需要长远思考,统筹推进,分阶段实施。 本文在重新设计人力资源管理的架构、推动人力资源管理变革,挖掘人力资本的价值方面进行理论与实践的创新与探索,对企业平台化转型具有一定的借鉴意义。 图25幅,表11个,参考文献37篇。 关键词:平台战略;人力资源战略规划;设计与实施 
英文摘要:With the profound application of Internet technology, the enterprise business model and internal operation management paradigm have undergone major changes, and platform-type enterprises have emerged. Through the platformization of business models, enterprises have efficiently gathered the supply and demand of products or services to the Internet trading platform, resulting in economies of scale and network effects, changing the original business pattern in a short period of time and achieving amazing achievements. To adapt to this platform business model, enterprises also need to build an efficient operating management platform. Chinese companies can use Internet information technology applications to reduce the gap between human resources management and advanced companies in the world; At the same time, the change of business model brought about by the Internet economy requires enterprises to transform the original management paradigm, fully stimulate human creativity, and maintain the continuous development of enterprises through innovation. In order to explore the general rules of the strategic planning of human resources in platform-based enterprises, this article takes the FH Group as an example. In order to realize the business model of external platform and strategic operation of internal platform, it has collected relevant data on the basis of a large amount of literature and data reading. Conduct SWOT analysis and questionnaire survey to find out the main issues to be solved in platform-type enterprise human resources planning. Through Markov forecasting method, personnel ratio method, expert interview method, etc., the human resources demand and supply of enterprise platform strategy are analyzed and predicted. Then the enterprise's human resources planning program is formulated. Through the strategic planning design of platform enterprise human resources, it is concluded that platform enterprise human resources strategic planning is an open ecosystem first to adapt to the characteristics of human capital sharing, organizational boundary virtualization, and platform model ecology. Secondly, strategic planning of platform enterprise human resources requires strategic thinking, system thinking, shared thinking and project thinking. Strategic thinking orientation, systematic thinking layout, shared thinking resources, project thinking implementation. Thirdly, there should be perfect safeguard measures and flexible adjustment mechanism. It is not limited to the traditional human resources management module, but it is also necessary to systematically think from the perspective of enterprise strategy, culture, organization, and informatization, strengthen the approval and support of senior leaders, and encourage the participation of other departments and business units. We will strive for broad resources to ensure the smooth implementation of strategic planning. Finally, due to factors such as long human resources planning cycle, slow effectiveness and changes in the internal and external environment, we need to think long-term, advance in a coordinated manner and implement it in phases. In this paper, the innovation and exploration of the theory and practice in redesigning the structure of human resource management, promoting the reform of human resource management, and exploiting the value of human capital have a certain reference significance for the transformation of enterprise platform.
