中文摘要:企业的核心人才是掌握和构成企业核心竞争力的一项战略性资源,对核心人才进行科学的管理和培养,对企业的发展具有深远的意义。近年来,国家对于医药行业监管日益严峻,行业内的竞争也日渐白热化,企业间人才的流动更为活跃和频繁,纷纷打起了人才保卫战。因此对核心人才建立科学合理的培养机制,尊重人才,善用人才显得尤为重要。 JW药业公司作为一家中华老字号的国有药企,历经多年发展,虽然有着不俗的业绩表现,但是在人才管理,尤其是核心人才培养中有诸多问题,制约企业未来的发展。企业人才队伍正面临着老龄化,缺乏活力等实际问题,也出现了局部的人才缺口,整体来看企业当前人力资源管理机制不健全,管理水平有待提升。 本文围绕当前JW药业公司核心人才培养中存在的问题展开研究,通过深入调研访谈和数据分析等手段,总结出企业目前正面临着核心人才管理基础薄弱,人才结构失衡,人才队伍整体素质亟待提升和人才成长晋升通道未健全四个主要问题。本文从建立针对核心人才的胜任素质模型出发,针对不同专业特性制定出分专业的核心人才培养计划,并辅以职业发展、培训等配套改进措施,对核心人才培养体系优化提供系统性改进方案。最后就改进方案的实施保障和核心问题进行了探讨,以保证方案的可实施性。希望能够达到提升企业人力资源管理水平,引领和带动企业人才队伍建设的发展的目的,满足公司实现“人才兴企”的战略构想。 
英文摘要:Key talents in company is a kind of strategic resource for handling and consisting the core competence of the company. So it’s significant for the future of the company to own a scientific management and fostering plan for the key talents. Recently, as the government is keeping close watching on pharmaceutical industry, competing in the industry is getting fiercely. As a result, the talents flow is going frequently in pharmaceutical industry, every company have to fight for the talents competition. Thus, building scientific personnel training; system to make good use of the talents is necessary. As a state-owned enterprise, honored by the title of China' time-honored brand, JW Pharmaceutical Company has gone through many years of exploration with excellent market performance. But there’s many problems on its talents management, especially on the development of core talents, which constraint on the development. The talents team of the company is facing the problem of aging and lacking vitality. Also there’s talent gap in part. In all, the human resource management level need to be improved. This paper mainly around the problems of key talents development in JW Pharmaceutical Company to launching research. By questionnaire survey and data analysis, making the conclusion that there are four main problems: Firstly, the foundation for key talents management is weak. Secondly, the construction of talents is disproportion. Thirdly, quality of the talents team need to be improved. The last, the path for promotion is not clear. To solve this problems, this paper starts from the competency formal, making the development plan for different majors. Also, take actions on the innovation of career development and training function, in order to make systematic solution program for the optimization of the core talents fostering system. Finally, this paper discuss the core problems and measures to ensure the program to carrying out. Therefore reaching the goal of improving the human resource management level and taking a leading role for the talents team development of the company, so as to fulfill the talent strategy of the company.
