中文摘要:随着多年来电力发展建设的不断投入,我国电网设备技术、运营技术等均已达到世界领先水平,逐步形成了以特高压电网为主干网络,各省级电网协调发展的坚强电网。而随着电力体制改革、国企改革的进一步深入推进,公司法人治理结构、内部激励约束等管理机制的不完善问题逐步凸显,导致在连续两年降低一般工商业电价10%、输配电价改革等因素的影响下,部分省级电网企业已出现亏损的状况。然而,计划经济时期产生的“铁饭碗”等传统思想仍有部分遗留,导致企业运营上存在管理机制不灵活,发展动力不积极,市场、成本和效率意识相对薄弱,阻碍企业的可持续发展。 本文首先简要说明研究省级电网企业竞争战略的背景及意义,其次介绍通过评价企业动态能力来分析研究企业实现可持续发展的竞争战略的理论依据,然后分别从企业的环境洞察能力、组织学习能力、资源整合能力和重构转变能力四个维度建立省级电网企业动态能力评价体系,该指标体系涵盖电网投资效益、电网利用效率、供电能力、人才培养能力、智能化水平、精益化管理水平、清洁能源消纳能力、组织机构改革成效等基本属性,涉及电网企业可持续发展的各个层面。结合层次分析法对指标体系权重进行计算,从而建立省级电网企业动态能力评价指标体系。 最后,通过以A省电网企业为例,进行实际的案例分析,本文所建立的评价模型能够通过指标数据反应省级电网企业的经营发展趋势,分析各项管理工作对企业动态能力的影响,对成效显著工作进行典型经验提炼并推广,对动态能力薄弱环节进行聚焦改进,对电网企业可持续发展方向提出指导性建议。 
英文摘要:With the continuous investment in power development and construction over the years, China's grid equipment technology and operation technology have reached the world's leading level, and gradually formed a strong grid with UHV grid as the main network and coordinated development of provincial grid. With the further promotion of power system reform and state-owned enterprise reform, the imperfection of corporate governance structure, internal incentive and restriction and other management mechanisms has gradually become prominent, leading to the loss of some provincial power grid enterprises under the influence of factors such as the reduction of general industrial and commercial electricity price by 10% for two consecutive years and the reform of transmission and distribution electricity price. However, some traditional ideas such as" a lifelong secure job" still exist in the period of planned economy, which leads to the inflexible management mechanism, inactive development motivation, relatively weak awareness of market, cost and efficiency, and hinders the sustainable development of enterprises. Firstly, this paper briefly describes the background and significance of studying the competitive strategy of provincial power grid enterprises. Secondly, it introduces the theoretical basis of analyzing and studying the competitive strategy of enterprises to achieve sustainable development by evaluating the dynamic capabilities of enterprises. Then it separately transforms from the environmental insight ability, organizational learning ability, resource integration ability and restructuring ability of enterprises. The dynamic capability evaluation system of provincial power grid enterprises is established from the four dimensions of capacity. The index system covers the basic attributes of power grid investment benefit, power grid utilization efficiency, power supply ability, talent training ability, intelligence level, lean management level, clean energy absorption ability, organizational reform effect and so on, and involves power grid enterprises. All levels of sustainable development. The weights of index system are calculated with analytic hierarchy process (AHP), and the dynamic capability evaluation index system of provincial power grid enterprises is established. Finally, through the case study of A province power grid enterprises, the evaluation model established in this paper can reflect the development trend of provincial power grid enterprises through the index data, analyze the impact of various management work on the dynamic capabilities of enterprises, extract and promote typical experience of effective and remarkable work, and make dynamic analysis. Focus on improving the weak links, and put forward guiding suggestions for the direction of sustainable development of power grid enterprises.
