中文摘要：	在全球云数据、物联网等技术蓬勃发展的大背景下，BHYT公司面临着数字化转型的关键时期，云数据建设为BHYT公司提供了一种全新的数字化运营模式。 BHYT公司作为传统能源公司，在此类大型IT项目建设方面，面临成本论证依据不充足，项目管理界面不清晰，预算方法不科学，成本控制方法不明确等问题。 本文确定了BHYT云数据建设项目成本内容。本文将BHYT云数据建设项目的成本分为人力成本和非人力成本两大部分，进一步细化为直接人力成本、间接人力成本、直接非人力成本和间接非人力成本。 本文运用功能点法NESMA模型对BHYT云数据建设项目进行估算。估算BHYT云数据项目直接非人力成本后，将其与开发费用相加，得出云数据建设项目总体估算费用。本文将BHYT云数据建设项目预算分为开发费用、实施费用、维护费用三部分，确定了BHYT云数据建设项目的预算原则和预算流程并细化了预算模型。 本文通过运用项目成本管理的相关理论，结合BHYT云数据建设项目自身特点，确定了运用挣值法进行成本控制，并验证了挣值法在BHYT云数据建设项目成本控制中的合理性。
英文摘要：	Under the background of cloud data and Internet of Things, BHYT is facing a critical period of digital transformation and cloud data construction provides a new digital operating model for BHYT. As a traditional energy company, BHYT has faced insufficient experience in the construction of such large-scale IT projects, such as insufficient cost argumentation, unclear project management interface, unscientific budgetary methods, and unclear cost control methods. This thesis identifies the cost content of the BHYT cloud data construction project. This thesis divides the cost of BHYT cloud data construction project into two parts: labor cost and non-labor cost, and further refines it into direct labor cost, indirect labor cost, direct non-labor cost and indirect non-labor cost. This thesis uses the function point method NESMA model to estimate the BHYT cloud data construction project. After estimating the direct non-labor cost of the BHYT cloud data project, add it to the development cost to obtain the overall estimated cost of the cloud data construction project. In this thesis, the budget of BHYT cloud data construction project is divided into three parts: development cost, implementation cost and maintenance cost. The budget principle and budget process of BHYT cloud data construction project are determined and the budget model is refined. By using the relevant theories of project cost management and combining the characteristics of BHYT cloud data construction project, this thesis determines the cost control using earned value method and verifies the rationality of earned value method in BHYT cloud data construction project cost control.
