中文摘要：	人类社会早已进入信息爆炸的新时代，最为显著的表象就是，自十几年前从第一代开始，移动通信的行业规模出现了迅猛地发展。仅在我国，目前占有移动通信市场大部分份额的中国移动用户就已经高达数亿人。而作为移动通信最为基础、规模最大的基站层面建设，无线专业的移动通信工程（以下简称无线项目）占据了相当大的资源投入比例，且对整个移动通信网络运营基础起到了关键性的作用。但在作者10年的移动通信实际工作经验来看，无线项目受多种原因影响，以每一次的大型项目工期而言，项目的时间（进度、工期）管理情况并不理想，全年工程计划的实现情况经常出现前松后紧的情况。 针对此论题，本文回顾了项目时间管理的相关理论知识，列举了当前电信项目的项目管理研究现状，并进一步对天津移动无线项目的项目特点进行分析，确立本文的主题。 在此基础上，对影响无线项目时间管理的各项因素，利用相关方法对其进行细化分析，结合项目实施的计划、准备、实施、验收等阶段特点，对各阶段中的时间管理影响因素进行关键性程度分析，找到关键因素，进而提出有针对性的优化、改进方案，并对如何提升此类项目的时间管理效果及其可操作性加以讨论，以达到对无线项目时间管理的最优化，建立控制无线项目时间管理的最优化模版方案。
英文摘要：	The human society has already come into the age of information exploration.The most remarkable character is that the mobile communication scale has expanded in a very rapid speed in the past decade. For example, in our country, the china mobile, the biggest mobile communication operator of china, has over 100 miilion customers already. Now, the engineering of mobile communication is excuted by the operators themselves. In all sorts of mobile engineering, the wireless engineering is the most basic and important one. It has the largest proportion of all. But, in fact, by the experience of my work in the mobile communication for 10 years, the wireless engineering always emergence the problems of the time management or the period management in every year. The peroid of the whole wireless engineering always become tention in the end of year. Aim at this thesis, the thesis review the knowledge of the time management. And, base on the analysis of the wirelee engineering’s characters, establish the topic of the thesis. Next, the thesis utilize the correlative methods of the project management to analyse the minute reasons of the period delay of the wireless engineering. So, we can make a pertinent project to improve the time management. At last, the thesis will discuss the maneuverability of the project.
