| 中文摘要: | 在全球经济慢复苏,国际形势错综复杂的大背景下,市场不稳定因素逐渐加剧企业之间的竞争。企业已经由设计、研发、生产、研发方面等传统模式下的较量,演变成企业内部控制与精细化管理的比拼。在企业的内部管理与日常管理中,采办工作作为重要的一环,起到举足轻重的作用。一方面,采办工作直接影响主营业务,就如杰克.韦尔奇说过的:“采购和销售是公司唯一能赚钱的两个部门,除了采购与销售部门外,其他所有的部门发生的是管理费用。”采买的物资质量存在问题,将给企业带来难以估量的风险,直接影响业务生产的工作效率与质量。另一方面,采办作为生产经营的重要环节,国内外大型企业都对其愈发重视。 A集团所在的行业石油服务行业,受国际局势及国际油价影响,对内部管理的要求愈来愈高,如何最大程度的优化资源,如何最大限度提升各项绩效,如何控制成本以增加利润提升行业竞争力是A集团面对的现实课题。采办管理作为项目管理中重要的环节之一,也是占据公司成本的巨大环节,是A集团亟需要优化改进的重要方面。 本文概述A集团基本情况及行业特点,总结分析A集团现有采购管理中出现的问题,通过回顾采购管理、供应链管理、供应商管理相关理论,结合A集团采购工作实际,深刻分析A集团天津片区通用物资采购管理现状,形成了一套针对性强、操作性高的优化实施方案。通过搜集整理现实资料与数据,精心设计优化实施策略,改进日常分散模式及集中采购模式工作流程、引入供应商分级分类、实现供应商开发与战略集成等。采取优化改进统一在线采购平台,提供采购全过程线上操作改进方案等一系列保障实施策略,为A集团整体采购管理能力提升,增加企业竞争力提供有力支撑。图18幅,表19个,参考文献52篇。 | |
| 英文摘要: | The slowing economy and intricate international relations has brought much more unstable factors into commercial markets and the so-called “black swans” has intensified competitions between enterprises. In order to keep competition superiority, companies begin to realize the importance of internal control and delicacy management as emphasis on product design and innovation. Any enhancement in optimization of procurement process, which is no doubt the most important part in the routine management operations, will improve core competence of an enterprise. Jack Welch, the former CEO of General Electric, once said, “All departments are consuming capital except the Purchasing Department and our salesman. They make money.” Unqualified raw materials or unacceptable accessory parts can directly affect quality of products and reduce efficiency of operations, which may cause startling risks in destroying the vitality of the corporations. In the meantime, with the increased emphasis on scientific management, an understanding of procurement control is more important than ever among many large-scale enterprises both abroad and domestic. The growth of oil-services industry is nearly related to international situation and world petroleum price, therefore oil enterprises request more and more on scientific internal management in order to further enhance their market performance. With the stimulation of China’s Supply Side Reform, it is essential for all local enterprises to be conscious of optimizing source of supply and minimizing cost of management have become key problem that need to be solved at present. Furthermore, procurement management is one core problem of the most basic problems, which urge enterprises to pursue an effective cost control with the least delay possible. This article takes one particular company of petroleum industry as an example and in case of revealing privacy information, “Company A” will be used to represent it. In this thesis, first is the profile of Company A and characteristics of petroleum industry and problems or risks that had already emerged in the company. Second is fundamental management theory that is necessary to understand before systematic analysis, which is concerned with aspects such as procurement, supply chain and resource providers. The main innovation of this paper consists in that a feasibly optimum proposal is set forth basing on profound analysis of current situation and realistic cases of the company’s branch in Tianjin City. On the methodology, real data collection and detailed classification of suppliers are the foundation of the subsequently suggested integration strategy. It is designed to make purchasing management into a kind of standardized flow pattern if the company adopts the methods. In addition, a serial scheme of constructing an online purchasing platform will be especially focused on, helping the company to improve the management capacity as well as suppler quality.
