中文摘要:随着移动通信的迅速发展,移动电话已经发展成为人们日常生活不可缺少的通信手段,移动通信网络也随之进入规模化发展阶段。本论文主要研究移动通信网络规模化建设过程中,由于连接不同运营商之间的互联互通设备移动关口局建设项目工期进度管理的研究。 移动关口局设备是用于连接移动网和其它运营商的关键设备,主要作用是进行移动网和其它运营商网络之间的通话接续。由于受网络规模化发展、电信运营商的重组及新技术的规模使用等因素的影响,移动关口局建设项目愈加频繁,而移动关口局建设项目能否如期完工并投入使用是决定网间通话质量的关键。因此移动关口局建设项目的工期进度管理成为移动通信网络建设的关键问题,但是由于各种原因,如互联互通协调困难、互联互通传输管线建设难度大、新的技术在规模应用后还存在缺陷等原因,经常会导致移动关口局建设项目不能如期完工。由于新建移动关口局设备不能按时投入使用,从而由于网间话务负荷过高造成网间通话质量下降,从而导致用户投诉,影响企业形象。 本论文按照项目进度管理的基本方法和流程结合天津移动关口局建设项目的特殊性对移动关口局建设项目的工期进度控制进行了深入研究,力求在理论层面深入探索,应用到实际工作中能够有效解决问题。本文研究的问题来自于天津移动关口局项目十几年建设的具体实践,作者从项目管理的角度对天津移动关口局项目建设过程进行分析,并利用关键路径法,对关口局项目建设中的各个环节进行逐一分析,从分析中得出历次天津移动关口局项目建设过程中进度控制存在的问题,从项目管理的角度提出了有效的进度控制的方法和手段。 本文主要创新点是利用关键路径法对移动关口局项目建设过程中的主要控制因素进行分析,并对关键控制点进行控制已达到移动关口局项目建设要求,保证网间通话质量。 
英文摘要:With the development of the mobile communications, mobile phones have become an indispensable means of communication in people’s daily lives,and the mobile communication network has also entered the stage of the scaled-delevopment. This article mainly studies the methods and ways of progress control in the scaled-constructon of mobile communication network,because of the construction of the interconnection gateway amoung different operators. The equipment of mobile interconnection gateway is a key equipment for connecting mobile network with other operator’s. Its mainly function is a speech connection for mobile network with other operator’s network. Because of impacts of the network scaled constructions,the reorganization of different operators and appliance of new technology,the construction of mobile interconnection gateway is more frequently. The finish of the construction of mobile interconnection gateway and putting in use become an key factor of decision for internet speech quality. The progress control of construction of mobile gate way has become the key factor in the construction of mobile network.Due to various factors ,for examples,difficulty in coordination of interconnection、difficulty in constructin of interconnection transmission,deficiencies of new technology application in term of size and other reason,it often leads to Mobile Gateway construction project not to be completed on schedule.Becouse the new equipment of mobile gate way could not put in use on time, as a result, the quality of Internet calls declines because of inter-network traffic excessive load, and leads to user complaints and the bad impact of corporate image. This thesis conducts an in-depth study for the progress control of the construction of the mobile gateway in accordance to the basic method and order of progress control,combining the particularity of the construction of the mobile gateway.It seeks to explore and solve the problem effectively in practical work.In this thesis, the problem of the search comes from the Gateway project construction in Tianjin more than a decade. Author analyzes the process of project construction of Tianjin Mobile Gateway from the management of project. By the use of critical path method , the author gives the analysis on the project of Gateway construction for each segment and gets the problems of progress control of Tianjin Mobile Gateway project construction.The auther also puts out ways and means of effective progress control from the point of project management. In this thesis, the main innovation is the use of critical path method to analyse the major controlling factors in mobile Gateway project, and to control critical control points to reach the requirements of the Mobile Gateway project,so that it could guarantee the quality of Internet calls.
