| 中文摘要: | 近年来,城市更新随着我国城市化进程而出现,以部分东南沿海经济发达城市为试点出台了城市更新活动相关的规章制度并形成较为成熟的市场环境。城市更新活动试点范围也在逐步扩大。与此同时商业银行授信领域已经从传统的商贸、生产类企业逐步向城市建设领域拓展,城市更新项目将成为商业银行面对的蓝海市场。不同于传统授信领域,商业银行对于城市更新项目的信贷风险管理尚处于起步阶段,对于该类项目的信贷风险管理尚未形成完善的体系和契合行业特点的操作标准。一方面的原因是由于城市更新项目有较强的区域性,尚未在全国范围大面积开展;另一方面的原因是城市更新项目属于新生事物,无论外部监管还是银行内部管理都需要对该类项目有一定的接受过程。 本文利用文献分析、专家访谈、实地调研和规范分析与实例研究相结合方法,在介绍商业银行信贷风险管理和城市更新相关理论的基础上,以深圳市的城市更新活动为典型,梳理了其运作流程进行梳理,以商业银行风险管理的视角分析出城市更新项目所具有的风险因子。文章以深圳市福田区M项目为实例,归纳出城市更新项目信贷风险产生的具体原因,在分析具体风险因子的基础上得出信贷风险管理方案。在此基础上,为商业银行提升城市更新项目信贷风险管理能力提出建议,主要包括:制定完善的制度、完善风险管理流程、加强行业授信管理、提高风险评审能力、加强贷后管理体系建设,其中探索性的提出城市更新项目的风险评估体系和授信审批中关键要素的设置尺度。 本文目的是为促进商业银行城市更新授信业务发展,为提升商业银行城市更新项目信贷风险管理能力提供一定的参考和借鉴,在信贷实务中具有一定的实践意义。 | |
| 英文摘要: | In recent years, urban renewal has emerged along with the process of urbanization in China. Some economically developed cities along the southeast coast have introduced regulations and rules related to urban renewal activities and formed a mature market environment. The scope of urban renewal activities is also gradually expanding. At the same time, the credit granting field of commercial banks has been gradually expanded from the traditional business and production enterprises to the urban construction, and the urban renewal project will become the blue ocean market for commercial banks. Unlike traditional industries, commercial banks are still in the initial stage of credit risk management for urban renewal projects. Different from the traditional credit field, commercial banks are still in the initial stage of credit risk management for urban renewal projects. The credit risk management of such projects has not yet formed a sound system and operational standards that are consistent with industry characteristics. The reason for this is that the urban renewal project has a strong regional nature and has not been carried out on a large scale across the country. On the other hand, the urban renewal project is a new thing, and it is necessary for external supervision and internal bank management. There is a certain acceptance process. Based on the combination of literature analysis, expert interviews, field research and normative analysis and case studies, this paper introduces the operation of credit risk management of commercial banks and relevant theories of urban renewal, and uses the urban renewal activities in Shenzhen as a typical example to sort out its operation. The process is sorted out, and the risk factors of the urban renewal project are analyzed from the perspective of commercial bank risk management. Taking the M project in Futian District of Shenzhen as an example, this paper summarizes the specific reasons for the credit risk of the urban renewal projects, and draws a credit risk management plan based on the analysis of specific risk factors. On this basis, it provides suggestions for commercial banks to improve the credit risk management capability of urban renewal projects, including: formulating a sound system, improving risk management processes, strengthening industry credit management, improving risk assessment capabilities, and strengthening post-loan management system construction. Exploratoryly propose the risk evaluation system for urban renewal projects and the evaluation criteria for key elements in credit approval. The purpose of this paper is to promote the development of commercial banks' urban renewal credit granting business and to provide some references for improving the credit risk management capability of commercial bank urban renewal projects, which has certain practical significance in credit practice. | |
