| 中文摘要: | 随着全球范围内清洁能源的光伏普及,我国越来越多的分布式太阳能发电系统得到应用和推广。由于大量良莠不齐的光伏项目上马,在造成了一定程度的困扰,本文聚焦于在项目立项前对光伏项目做出客观准确的评价,优化光伏项目建设方案同时为分布式发电项目的投资决策提供参考依据。 本文针对晶悦源科技公司与天津市武清区某民营商业地产公司合作拟投资的1MW分布式太阳能光伏发电项目的立项情况进行了专业系统评价,评价方案包括项目技术路线评价、项目实施评价、项目经济效益评价、项目风险评价四个部分展开,每个部分均选取了适当的评价指标,依据AHP法对18个评价指标进行了隶属关系的分类并进行了重要程度的两两对比,根据主要程度对四个评价模块及18个指标进行了权重计算,并提供了一致性检验,在形成了科学的评价模型后,邀请了三位行业专家根据对立项评价指标进行了专家评分。 本文通过对项目可行性计划书、产业理论文献、行业环境模型、项目设计计划书、项目实施方案、项目财务预测以及项目风险分析及应对措施等材料,及评价数据的分析梳理,通过专家评分检验了适用于光伏发电项目的评价模型并得出以下结论:本文建立的投资立项评价指标体系模型可以推广运用于分布式光伏发电项目的立项评价及可行性分析中,采用该模型对项目的立项进行评价是有效的,有助于实现科学决策,减少个人意志对于项目投资决策的影响,规避高风险的投资项目,助力分布式光伏行业的健康发展。 | |
| 英文摘要: | With the global popularization of clean energy photovoltaic, more and more distributed solar power generation systems have been applied and promoted in China. As a result of a large number of good and bad photovoltaic projects launched, causing a certain degree of distress, this paper focuses on making objective and accurate evaluation of photovoltaic projects before the project is established, optimizing the construction scheme of photovoltaic projects and providing a reference for investment decision-making of distributed generation projects. In this paper, the project of 1MW distributed solar photovoltaic power generation project proposed to be invested by jingyueyuan technology company and a private commercial real estate company in Wuqing District of Tianjin is evaluated in a professional system. The evaluation scheme includes four parts: project technical route evaluation, project implementation evaluation, project economic benefit evaluation and project risk evaluation. Each part selects the appropriate According to the AHP method, 18 evaluation indexes are classified and compared. According to the main degree, the weight of four evaluation modules and 18 indexes is calculated, and the consistency test is provided. After forming a scientific evaluation model, three industry experts are invited to give an expert score according to the evaluation indexes of the project. Based on the analysis of the project feasibility plan, industry theory literature, industry environment model, project design plan, project implementation plan, project financial forecast, project risk analysis and response measures, and the evaluation data, this paper tests the evaluation model applicable to photovoltaic power generation project through expert scoring and draws the following conclusions: the investment establishment established in this paper The evaluation index system model can be widely used in the project evaluation and feasibility analysis of distributed photovoltaic power generation projects. It is effective to use the model to evaluate the project initiation, which is helpful to realize scientific decision-making, reduce the impact of personal will on the project investment decision-making, avoid high-risk investment projects, and help the healthy development of distributed photovoltaic industry. | |
