中文摘要：	城镇化是现代化的必由之路，是新时代推动经济高质量发展的强大引擎，党的十八大以来，新型城镇化建设加速推进，我国城镇化正在由速度型向质量型转变。扎实推进以人为核心的新型城镇化，建立健全城乡融合发展的体制机制和政策体系，推进城乡融合发展，是总结我国实践、借鉴世界经验、立足时代发展提出的重大战略决策和重要顶层设计。 塘沽湾新城项目是天津滨海新区政府与中建股份响应国家顶层设计、政企合作的城镇化综合开发项目，项目的成败关系到区域三万名百姓的安置与生活，关系到中国建筑在城镇化业务领域的成败，关系到滨海新区地区经济的发展的兴衰，关系到国家城镇化战略推进的快与慢。但是，塘沽湾项目面临周期长、投资大、参与方众多、法制不健全等因素，导致项目在实施过程中面临各种各样的不确定性风险，且项目目前的风险管理仍存在很大的不足。 本文将围绕塘沽湾新城项目的风险管理展开研究，论文首先阐述了论文的研究背景、研究意义以及研究内容，并对论文涉及到的概念和理论进行了回顾。然后介绍了塘沽湾新城的项目情况、风险管理的现状以及项目风险管理存在的问题。后面则依据文献分析法、头脑风暴法对项目进行风险识别，结合主观评分法和风险矩阵法从对风险因素进行风险评估。最后根据风险评估确认的风险等级采取相应的应对措施，以期帮助塘沽湾新城项目减少风险的发生，助力项目健康高质量的发展。与此同时，也希望能为其他即将开展的新型城镇化项目提供良好的，富有成效的风险管理参考，助力我国新型城镇化发展。
英文摘要：	Urbanization is the only way to modernization and a powerful engine to promote high-quality economic development in the new era. Since the 18th National Congress of the Communist Party of China, the construction of new-type urbanization has been accelerated, and urbanization in China is changing from speed-type to quality-type. Solidly promoting the new urbanization with human as the core, establishing and perfecting the system mechanism and policy system of urban-rural integration development, and promoting the development of urban-rural integration are the important strategic decisions and top-level design put forward by summing up China's practice, drawing lessons from world experience and basing on the development of the times. Tangguwan New Town Project is a comprehensive urbanization development project of Tianjin Binhai New Area Government and China Construction Share in response to the top-level design of the country and the cooperation between government and enterprise. The success or failure of the project is related to the resettlement and life of 30,000 people in the region, the success or failure of Chinese architecture in the field of urbanization business, and the development of regional economy in Binhai New Area. The rise and fall of the development is related to the speed and slowness of the national urbanization strategy. However, Tangguwan project is faced with many factors, such as long cycle, large investment, many participants and imperfect legal system, which lead to a variety of uncertain risks in the implementation of the project, and the current risk management of the project still has a lot of shortcomings. This thesis will focus on the risk management of Tangguwan New Town Project. Firstly, the thesis describes the research background, significance and content of the thesis, and reviews the concepts and theories involved in the thesis. Then it introduces the project situation of Tangguwan New Town, the current situation of risk management and the existing problems of project risk management. Then, risk identification is carried out based on literature analysis and brainstorming, and risk factors are assessed by combining subjective scoring method and risk matrix method. Finally, according to the risk level confirmed by the risk assessment, corresponding measures are taken to help Tangguwan New Town project reduce the risk and promote the healthy and high-quality development of the project. At the same time, I hope to provide a good and effective risk management reference for other new urbanization projects to be carried out, and help the development of new urbanization in China.
