中文摘要：	通用航空产业是指通用航空器研发、制造、运营及其综合保障和服务业的总和，近年来随着我国经济社会持续稳定发展，对通用航空需求与日俱增。天津港保税区地处中国三大经济圈之一的环渤海经济圈，位于环渤海地区京津发展主轴东端、滨海新区核心东侧，同时享有京津冀城市群和环渤海经济圈等战略区位优势。从地理区位、交通条件、产业发展趋势以及产业发展环境来看，天津港保税区拥有发展通用航空产业的良好条件，目前已经吸引了大量的通用航空企业集聚，基本形成了集通用航空研发、制造、维修、销售、运营、培训、服务和会展等为一体的全产业链体系，培育了直升机和无人机制造等重点通用航空项目，预计到2025年，天津港保税区的通用航空全行业产值有望达到240亿元。但从目前天津港保税区通用航空产业发展现状来看，仍然存在着通用航空产业链不完善、产业用地需要进一步协调、缺少承接通用航空产业的产业园区、现有产业结构影响通用航空产业布局与环境提升等问题。需要天津港保税区在充分分析内部优势及劣势，结合外部机遇与威胁，制定合理的通用航空产业发展策略，以保障通用航空产业规模的不断扩大，培育自身核心竞争力。 本文重点研究了天津港保税区通用航空产业发展策略相关问题，首先细致梳理了与通用航空产业相关的国内外研究现状，对本文研究的基本概念和用到的理论基础进行总结，为本文研究奠定理论基础；其次，分析天津港保税区通用航空产业发展现状及存在问题，为通用航空产业发展策略的提出提供支撑；第三，在对天津港保税区通用航空产业发展环境以及优势、劣势、机遇、威胁分析的基础上，提出天津港保税区通用航空产业发展的备选策略，并结合PEST分析法和SWOT分析法结论选择发展型策略作为通用航空产业发展基础策略；第四，在确定的基本策略基础上，从基础设施提升、产业发展、招商引资、协同发展、产业园区五个角度给出策略实施重点方向；最后从资金保障、人才保障、制度保障和政策保障四个角度给出产业发展策略实施的保障措施。本文研究具有一定的理论意义和现实价值，可以为天津港保税区通用航空产业实际发展策略的提出提供参考。
英文摘要：	The general aviation industry refers to the sum of general aviation aircraft R&D, manufacturing, operation and comprehensive support and service industry. In recent years, with the continuous and steady development of China's economy and society, the demand for general aviation is increasing. Tianjin Port Free Trade Zone is located in the Bohai Economic Circle, one of the three major economic circles in China. It is located at the eastern end of the Beijing-Tianjin development main axis and the core east of Binhai New Area in the Bohai Rim region. It also enjoys strategic locations such as the Beijing-Tianjin-Hebei urban agglomeration and the Bohai Economic Circle. Advantage. From the perspective of geographical location, traffic conditions, industrial development trends and industrial development environment, Tianjin Port Free Trade Zone has good conditions for the development of general aviation industry. At present, it has attracted a large number of general aviation enterprises to gather, basically forming a set of general aviation research and development, manufacturing, Maintenance, sales, operation, training, service and exhibitions as one of the whole industry chain system, and cultivated key general aviation projects such as helicopter and drone manufacturing. It is expected that by 2025, the general aviation industry's output value of Tianjin Port Free Trade Zone is expected to reach 24 billion yuan. However, from the current status of the development of the general aviation industry in the Tianjin Port Free Trade Zone, there is still an imperfect general aviation industry chain, the need for further coordination of industrial land, the lack of an industrial park for the aviation industry, and the impact of the existing industrial structure on the general aviation industry layout and environment. It is necessary for Tianjin Port Free Trade Zone to fully analyze its internal strengths and weaknesses, combine external opportunities and threats, and formulate a reasonable general aviation industry development strategy to ensure the continuous expansion of the general aviation industry scale and cultivate its core competitiveness. This paper focuses on the issues related to the development strategy of the general aviation industry in Tianjin Port Free Trade Zone. Firstly, it sorts out the domestic and international research status related to the general aviation industry, summarizes the basic concepts and theoretical foundations used in this paper, and lays a theoretical foundation for this study. Secondly, it analyzes the status quo and existing problems of the general aviation industry development in Tianjin Port Free Trade Zone, and provides support for the development of general aviation industry development strategy. Thirdly, based on the analysis of the general aviation industry development environment of Tianjin Port Free Trade Zone, Tianjin Port Free Trade Zone is proposed. The alternative strategy of general aviation industry development, and use fuzzy AHP to select its basic development strategy; Fourth, based on the basic strategy determined, from infrastructure upgrading, industrial development, investment attraction, coordinated development, industrial parks. Then the perspective of strategy implementation is given from the perspective. Finally, the safeguard measures for the implementation of industrial development strategy are given from the perspectives of fund security, talent security, institutional security and policy guarantee. The research of this paper has certain theoretical significance and practical value, which can provide reference for the development of the actual general aviation industry development strategy in Tianjin Port Free Trade Zone.
