中文摘要：	自2013年以来国家大力推广运用政府和社会资本合作模式（PPP），工作成果显著。根据全国PPP综合信息平台项目管理库数据，截止2019年6月，累计项目9036个，累计落地项目5811个，累计开工项目3446个，落地率64.3%，开工率59.3%。由此，在未来的3至5年间，会有大批项目进入运营阶段，同时，未来PPP市场的利好也将不断吸引新项目进入。因此，规范和有效地执行PPP项目运营阶段绩效考核和评价势在必行。另一方面，随着环境保护治理这一国策在经济建设和人民美好生活向往的需求发展下，确保环保项目在PPP模式中能够达到政府和社会资本的预期效益，对PPP模式和环保的国家战略目标具有深远意义。在这一背景下，建立环保PPP项目运营绩效评价体系，从而实现社会、经济和民生的多重价值。 本文首先从选题背景和意义出发，在参考国内外文献的基础上，阐述了PPP项目的发展及现状，提出了论文的研究思路和方法。对比了不同绩效评价方法，根据PPP项目和环保行业的特征，选取关键成功绩效分解法作为本文的研究方法，在方法运用的同时，层层分解和细化，进行指标的选取。本文的核心部分，先对运营绩效指标进行了普遍性分析，选取了典型维度的绩效指标，制定了初步的评价体系。然后通过对文山州“一水两污”PPP项目进行相应的具体绩效指标选取并进行细化，建立了评价考核体系，明确了评价考核时间、主体、评分细则。最后，对绩效评价体系的实施进行了流程梳理，对实施的主体、计划、监管和改进措施进行了详细研讨。 在实证研究方面，本文所构建的环保PPP项目运营绩效评价体系，以及对文山州“一水两污”PPP项目的具体分析，来源于作者多年的环保行业和PPP项目经验。本文所研究的内容和运营绩效评价体系，对中国即将到来的环保PPP项目运营期的管理，具有一定的参考和指导意义。
英文摘要：	Since 2013, the state has vigorously promoted and applied the public-private partnership model (PPP), with remarkable results. According to the project management database of the national PPP integrated information platform, up to June 2019, 9,036 projects have been launched, 5,811 projects have been launched, 3,446 projects have been started, with the landing rate of 64.3% and the utilization rate of 59.3%. Therefore, in the next 3 to 5 years, a large number of projects will enter the operation stage. Meanwhile, the benefits of the PPP market will continue to attract new projects. Therefore, it is imperative to standardize and effectively implement the performance appraisal and evaluation of PPP project operation stage. On the other hand, with the development of the national policy of environmental protection and governance in the demand of economic construction and people's yearning for a better life, it is of far-reaching significance to the national strategic goals of PPP model and environmental protection to ensure that environmental protection projects can achieve the expected benefits of the government and social capital in the PPP model. In this context, the operation performance evaluation system of environmental protection PPP projects is established to realize multiple values of society, economy and people's livelihood. This paper firstly starts from the background and significance of the topic selection, and on the basis of referring to domestic and foreign literatures, expounds the development and current situation of PPP project, and puts forward the research ideas and methods of this paper. Different performance evaluation methods are compared. According to the characteristics of PPP projects and the environmental protection industry, the key success performance decomposition method is selected as the research method in this paper. At the same time, the method is used to decompose and refine layer by layer to select indicators. In the core part of this paper, the general analysis of operational performance indicators is firstly carried out, and the performance indicators of typical dimensions are selected to develop a preliminary evaluation system. Then, by selecting and refining the corresponding specific performance indicators for the PPP project of "one water and two pollutants" in wenshan prefecture, the evaluation and assessment system was established, and the evaluation and assessment time, main body and detailed rules of evaluation were clarified. Finally, the process of the implementation of the performance evaluation system is sorted out, and the subject, plan, supervision and improvement measures of the implementation are discussed in detail. In terms of empirical research, the operational performance evaluation system of environmental protection PPP projects constructed in this paper, as well as the specific analysis of "one water and two pollution" PPP projects in wenshan prefecture, are derived from the author's years of experience in environmental protection industry and PPP projects. The content and operational performance evaluation system studied in this paper have certain reference and guiding significance for the management of environmental protection PPP projects in the coming operation period in China.
