中文摘要: 摘要 伴随全球经济一体化进程的推进,人力资源整合作为一种高价值含量要素, 成为企业参与市场竞争的重要资本。人力资源的价值被认识和挖掘,人力资源 服务市场在不断扩容,并呈现出强劲的增长态势。国家高度重视并鼓励、扶持 人力资源服务业的发展,经过四十年的探索,人力资源服务业成为国内一大新 的经济增长点,并且带动了其他各行业的人力资本价值和竞争能力的提升。当 前,国内人力资源服务业已初具规模,涵盖的业务范围日益广泛,服务体系日 益完善。国内人力资源服务业已经从传统的职业推介、人事代理拓展到新型网 络招聘、中高级人才寻访、人力资源流程外包、人才培训及测评等领域,并逐 渐向专业化、品牌化、高端化、国际化方向发展。广东省作为改革开放的前沿, 紧随国家产业的发展步伐,在人力资源服务领域进行布局,比如打造中国广州、 中国深圳国家级人力资源服务产业园,深圳市政府每年在财政上预算 8000 万元 予以行业扶持等,深圳市万泉河科技股份有限公司 2014 年领跑全国成为国内第 一家上市的人力资源服务机构等。积极响应时代发展的机遇,外资进驻、私营 兴起,广东等沿海发达省份成为人力资源服务机构集聚区。同大型外资品牌机 构相比,国内人力资源服务机构成立晚、规模小、专业弱,在竞争中处于劣势。 FS 人力资源服务公司作为深圳市乃至广东省的代表性企业,经过十六年的 探索,伴随行业的成长而不断完善,逐步进入快速发展阶段。面临当前越来越 激烈的竞争态势,如何实现突破,在竞争中胜出,成为 FS 人力资源服务公司当 前的战略性问题。本文基于对发展战略理论及国内外人力资源服务业发展现状 的系统梳理,借助战略管理分析工具和方法,剖析 FS 人力资源服务公司的发展 现状、挖掘发展战略上存在的问题、公司成长中的优劣势、存在的机会和威胁。 最后,针对案例公司的实际情况构建战略选择矩阵,并提出战略发展建议。FS 人力资源服务公司作为快速成长中的企业,需要选择扩张型的公司层整体发展 战略,在业务竞争上适宜采取差异化聚焦战略,通过集中优势资源,获得局部 领域的竞争优势,快速成为该领域的行业领跑者。最后,为保障战略顺利实施, 本文提出重塑企业文化、加强财务管理、提高人力资源管理和营销管理等建议。 关键词:PEST;五力模型;战略管理;人力资源服务;SWOT 
英文摘要: Abstract With the advancement of global economic integration, human resource integration, as a high value element, has become an important capital for enterprises to participate in market competition. The value of human resources is recognized and excavated, and the human resources service market is expanding constantly, showing a strong growth trend. The state attaches great importance to and encourages and supports the development of human resources service industry. After 40 years of exploration, human resources service industry has become a new economic growth point in China, and has promoted the value of human capital and competitiveness of other industries. At present, the domestic human resources service industry has begun to take shape, covering an increasingly wide range of business, service system is increasingly perfect. Domestic human resources service industry has expanded from traditional career promotion, personnel agency to new network recruitment, senior and middle-level talent search, human resources process outsourcing, talent training and evaluation and other fields, and gradually to the direction of specialization, branding, high-end, internationalization. Guangdong Province, as the frontier of reform and opening-up, follows the pace of development of national industries and carries out layout in the field of human resources services, such as building national human resources service industrial parks in Guangzhou and Shenzhen, China, and the annual financial budget of the Shenzhen Municipal Government of 80 million yuan to support the industry. Shenzhen Wanquanhe Science and Technology Co., Ltd. In 2014, Limited led the country to become the first listed human resources service organization in China. Actively respond to the opportunities of the development of the times, foreign investment, private sector rise, and other coastal developed provinces have become the gathering areas of human resources service agencies. Compared with large-scale foreign-funded brand organizations, domestic human resources service institutions are late to establish, small in scale, weak in specialty, and at a disadvantage in competition. FS human resources service company as a representative enterprise in Shenzhen and even Guangdong Province, after sixteen years of exploration, it has been continuously improving with the growth of the industry and gradually entering the stage of rapid development. Faced with the increasingly fierce competition situation, how to achieve breakthroughs and win in the competition has become the current strategic issue of FS Human Resources Service Company. Based on the systematic review of the development strategy theory and the development status of human resources service industry at home and abroad, this paper, with the help of strategic management analysis tools and methods, analyses the development status of FS human resources service company, digs out the existing problems in the development strategy, strengths and weaknesses in the company's growth, opportunities and threats. Finally, according to the actual situation of the case company, the strategic choice matrix is constructed, and the strategic development suggestions are put forward. As a fast-growing enterprise, FS Human Resources Service Company needs to adopt an expansionary development strategy as a whole. It is suitable to adopt a differentiated focusing strategy in business competition. Through centralizing superior resources, FS Human Resources Service Company can gain competitive advantages in some areas and quickly become the industry leader in this field. Finally, in order to ensure the smooth implementation of the strategy, this paper puts forward some suggestions, such as reshaping corporate culture, strengthening financial management, improving human resources management and marketing management.
