中文摘要:建筑业最典型的特征就是施工周期长,风险因素多,安全风险管理难度大。工程建设项目在最近几年不断朝着规模化与集成化的方向发展,各种形式新的工程承包管理模式被投入到实践应用中,使得安全生产管理的难度不断增加。在我国每年发生的建筑安全事故造成的伤亡人员总数达到了上千人左右,直接或间接造成的经济损失达到了数百亿元人民币,为我国建筑行业的安全生产带来了巨大的挑战,对施工工人的生命健康带来了严重威胁。因此,研究和分析建筑行业的安全风险管理需求,制定出一套完善的工程安全风险管理系统,全面提高施工安全风险管理质量,保障从业人员施工安全,确保国家财产安全是当前首先要解决的问题。本文对某边防总队新建营房项目施工现场安全风险管理存在的问题进行深入剖析,利用现代化安全风险管理原则和理念,解决当前建筑施工几种承包模式下安全风险管理存在的问题,以及从工程项目决策阶段至实施阶段,为优化项目建设安全风险管理模式,改善安全风险管理方法提出一些合理的建议。本文在研究中通过对施工安全因素、建筑施工生产安全事故预防与控制、事故调查与处理、突发公共事件应急管理几方面进行深入分析,针对当前建筑施工现场安全风险管理模式存在的缺陷提出意见与建议。本文创新点:以系统全寿命周期为核心思想,以施工现场区域为研究对象,从项目规划审批立项开始直至项目竣工,通过安全评价方法和现代化安全风险管理理念,将安全风险管理贯穿于项目决策阶段和实施阶段,实现了安全风险管理目标,为施工生产活动提供了一个安全有序的氛围。最后章节对本文的研究过程和研究思路,以及研究中得出的结论进行了综述,并提出了研究中存在的不足与相关的改善措施。 
英文摘要:The most typical characteristics of the construction industry are long construction period, many risk factors and much difficulty of safety risk management. In recent years, engineering construction projects have been developing towards to the large scale and integration, and various forms of new project contracting management models have been put into practical application, which makes the management of safety production increasingly difficult.In China, the total number of casualties caused by construction safety accidents has reached about 1,000 people yearly, and the direct or indirect economic losses have reached tens of billions of yuan, which has brought great challenges to the safety of China's construction industry and posed a serious threat to the lives and health of construction workers.Therefore, to study and analyze the safety risk management of the construction industry, develop a set of perfect construction safety risk management system, comprehensively improve the quality of construction safety risk management, guarantee the construction safety of employees, and ensure the safety of national property is the vital issue to be solved. In this thesis, a frontier defense construction project new problems existed in the project construction site safety risk management, using modern safety risk management principles and ideas, to solve the current construction of several problems existing in the safety risk management contracting mode, and from the decision-making stage to project implementation stage, in order to optimize the project construction safety management mode, to improve the safety risk management method is put forward some reasonable Suggestions. In this thesis, through in-depth analysis of construction safety risk factors, construction production safety accident prevention and control, accident investigation and treatment, and emergency management of public events, opinions and Suggestions are put forward in view of the defects existing in the current construction site safety risk management mode. This thesis innovation points: the whole life cycle of system as the core ideas, to the construction site area as the research object, starting from the project planning approval project until the project completed, through a safety assessment method and the modern safety risk management concept, the safety risk management throughout the project decision-making stage and implementation stage, achieve the safety risk management, for the construction of production activity provides a safe and orderly environment. In the last chapter, the thesis summarizes the research process and ideas, as well as the conclusions drawn in the study, and puts forward the deficiencies in the study and relevant improvement measures.
