中文摘要: 在我国城市化进程加快的背景下,城市垃圾污染问题日益严重。为了应对这一难题,我国政府从国情出发,参考国外发达国家的成熟经验,针对垃圾处理政策法规体系、收运体系、终端处置体系开展了一系列的探索,近年来形成了通过垃圾分类促进资源回收来减少垃圾产生量,减轻终端处理设施建设和运行压力的模式,有效的形成了垃圾和资源的转化,成为促进垃圾处理无害化、资源化和 减量化的重要途径。A 公司是世界著名玻璃容器生产制造集团在中国的全资子公司,独立核算,独立运营。A 公司在生产过程中使用的最主要原材料为废玻璃, 而废玻璃的主要渠道来源就是通过垃圾分类回收完成的,废玻璃对于玻璃容器 行业来说属于绝对稀缺资源,废玻璃的的数量和质量对于产成品的成本和品质 起到决定性的的作用,直接影响到 A 公司的日常生产、技术升级和产品结构调整。 论文在后向一体化战略和采购战略相关文献回顾的基础上,分析了 A 公司实际经营状况和原材料采购现状,发现并分析存在的实际问题并阐述了 A 公司 采购战略的环境以及垃圾分类政策对 A 公司原材料采购的影响和重要性。论文 重点探究了 A 公司后向一体化战略的构建、实施关键因素与保障措施。论文认 为,通过原材料采购的后向一体化战略来获取对稀缺资源的所有权和控制力,使企业打破原有外购稀缺资源的模式改为直接参与废玻璃这种垃圾资源的回收、 加工和利用,由此突破玻璃容器高端成型工艺的技术壁垒,促进企业技术升级和产品结构调整、提高产成品质量、拓展市场空间来提升企业在本行业中的竞争优 势。传统的玻璃容器制造业属于高耗能、低附加值的行业,通过对 A 公司原材 料采购的后向一体化战略的构建和实施业可以使 A 公司减少对能源的消耗,使 A 公司向低污染、可持续发展的绿色低碳环保型经济转型。 本文把后向一体化战略相关理论应用到 A 公司实际中,具有一定的应用创新价值。论文有关后向一体化战略研究对原材料有高度依赖和有垃圾资源回收需求的玻璃容器行业及相关行业具有一定的指导和借鉴作用。 
英文摘要: Against the background of the acceleration of urbanization in China, the problem of urban garbage pollution has become increasingly serious. In order to cope with this problem, the Chinese government has started a series of explorations on the garbage disposal policies and regulations system, the collection and transportation system, and the terminal disposal system based on the national conditions and the mature experience of foreign developed countries. In recent years, it has formed a resource through waste classification. Recycling to reduce the amount of waste generated, reduce the mode of construction and operation pressure of terminal treatment facilities, effectively form the transformation of waste and resources, and become an important way to promote the harmless, resource and reduction of waste treatment. Company A is a wholly-owned subsidiary of the world-famous glass container manufacturing group in China, which is independently accounted for and operates independently.
