中文摘要：	产业结构高级化程度是衡量一个国家经济发展程度和国民生活水平的指标之一。我国第三产业的发展在整个国民经济增长份额中虽然逐渐占据主导地位，但与发达国家水平相比仍有较大差距。当前我国经济增速放缓的压力呈现增大趋势，实施优化产业结构并实现产业结构现代化成为国民经济发展规划的一项重点。科技租赁行业是第三产业的重要组成部分之一。该行业自20世纪中期在欧美国家起步，发展到今天很多发达经济实体已经建立了相对完备的资本资产运作机制和广泛深入的市场体系。科技租赁行业在我国起步相对较晚，距今发展历史不到二十年，市场了解和接受度都有很大上升空间。与欧美国家相比，国内市场也具有非常明显的个性和特点。随着宏观经济和产业环境的急剧变化，科技租赁的业务模型和运作机制也面临着巨大挑战和机遇。因为处于成长阶段，科技租赁在运营策略和市场拓展等方面需要依据先进的理论方法，把握宏观经济趋势，规划市场及规避运营风险，利用新兴信息技术手段，取得超额投资回报率，并不断积累经验和探索发展新方向。其他行业共生共赢等方面都有很大的探索空间。同时科技租赁服务涉及广泛行业，标的物种类丰富，在运营层面具有很强的灵活性，因此，与其他行业如何交叉结合，增强协同效应也是极具探讨价值的课题之一。 综上所述，研究如何发掘宏观经济趋势中蕴含的机会，如何定位和规划目标市场，如何在市场竞争中取胜，如何管理运营风险，如何利用新兴信息技术手段提高营销效果，如何优化租赁资产结构，如何取得超额投资回报率，以及如何全方位多维度与其他行业共生共赢，不仅对科技租赁行业发展本身，也对我国第三产业结构升级具有重要参考价值，对其他行业或领域的发展规划也具有较大借鉴意义。 本文选取国内行业领军者之一的北京东方中科集成科技股份有限公司为研究对象，综述租赁业务的历史背景和国际发展现状，详述东方中科原有运营模型和组织结构，通过内外部环境分析深入剖析其存在的问题，基于组织变革理论和战略管理理论，采用SWOT矩阵揭示目前的优势和劣势。结合共享经济概念，提出以共享经济平台为基础的线上线下联动战略转型目标，并制定确保达到目标的组织架构和管理策略，以及反馈监督机制。最后通过实践运营验证转型方案的可行性，初步评估转型结果指标，并展望未来的发展前景。
英文摘要：	The level of industrial structure upgrading is considered as a major indicator to the development degreeand people living standard level of an economy. Although the development of tertiary industry in China has gradually been increasing as a dominant factor which is sharing the whole national economic growth, it still lags far behind the level of developed countries. High-technology rental business is one of the most important components of the tertiary industry. Under the pressure of the current slowdown of China's economic growth, the national strategic policy is focusing on implementing the policy of optimizing the industrial structure and enhancing the modernization of the industrial structure. At the same time, the business model and operation mechanism of High-technology rental business are facing even greater challenges and opportunities, as well. There is a relatively short history for high-technology rental business in China and it is still in the growth stage at the present. In addition, the business characteristics in operation strategy and market dimension are unique and quite different from those in the other countries. The prospectsincluding maintaining macroeconomic trend, making prudent marketing plans, managing operation risks, using new information technology methods to obtain excess return on investment, and achieving a win-win situation by cooperating with other industries etc. seem to be very critical and challenging to the business operators and decision makers. This thesis chooses Beijing Oriental Jicheng Co., Ltd., a pioneer and principal competitor in this industry in China, as our research objective. Based on summarizing the historical background and international development status of comprehensive rental business, the thesis elaborates the original operation model and organizational structure of Beijing Oriental Jicheng Co., Ltd, and analyzes its existing problems thoroughly through the analysis of internal and external environment .According to the theories of organizational change and strategic management, SWOT matrix is used to study and demonstrate the business’s current strengths and weaknesses. Combining with the concept and theory of sharing economy, this research argues the transforming evolution goal of online-offline implemental strategy based on sharing economic platform, and formulates the organizational structure updating and management strategy, as well as the feedback and supervision mechanism, to ensure the achievement of the goal. Finally, the feasibility of the transformation strategic scheme is verified through practical operation, the indicators of the transformation results are preliminarily evaluated, and the future development prospects are forecasted.
