中文摘要：	以A钾盐公司为代表的钾盐公司在努力与外部系统建立友好交互界面的同时，需通过技术创新和技术组织形态变革来增强企业的区域植根性。本文将钾盐公司发展战略作为一项系统工程来看待，并在演化视角下赋予以A钾盐公司为代表的钾盐公司自主消化过剩产能和实施产能优化工作的主体地位，进而在能动的基础上面对未来多样性的发展战略路径。多样性的发展战略路径需在区域经济发展实践中得到检验，所以在实践中本研究秉持一种试错的态度，在实践的检验中选择最适合于钾盐公司的发展路径。 A钾盐公司所践行的发展战略在宏观领域需要与国家层面的政策环境相适应，在社会主义市场经济体制下国家层面的产业发展政策具有导向性意义。这就意味着，A钾盐公司所处产业不仅难以在当前获得国家层面的政策扶持，甚至在发展中还将面临相关产业政策的规制，所以这就为A钾盐公司践行发展战略赋予了约束条件。要么迎难而上、要么急流勇退，A钾盐公司作为具有60年建厂历史的行业标杆企业，必须解决对政策环境的适应性问题方能实施企业的发展战略。在自媒体时代，信息传播速度将以几何倍速递增，且受到网络舆论的影响将在社会公众中产生极大的正向或负向影响。经验表明，在社会舆论的影响下将会加大政府对化工企业的规制强度，超出阈值的规制强度将会对包括A钾盐公司在内的化工企业的正常经营带来负面影响。由此，因社会公众缺乏化学常识所带来的负面舆论，势必会对当地政府运用公权力实施规制产生显著影响。这就要求，A钾盐公司在步入发展战略道路之前还需解决对舆论环境的适应问题。由辩证唯物主义原理可知，内因起到主要作用，而这里的内因便是A钾盐公司的经营环境。无论是对政策环境的适应还是对舆论环境的适应，关键都在于A钾盐公司能够主动调整主营业务经营管理策略，以开放的视野来寻求发展战略的路径方向。
英文摘要：	Potassium salt company represented by “A”company is trying to establish friendly interaction interface with external system, at the same time, it needs to strengthen the regional rooting of enterprises through technological innovation and technological organizational transformation. This paper regards the sustainable development of potassium salt company as a system engineering, and endows the potassium salt company represented by Company A with the main position of digesting excess capacity independently and optimizing production capacity, and then faces the diversified sustainable development path in the future on the basis of initiative. Diversity of sustainable development path needs to be tested in the practice of regional economic development, so in practice, this study upholds a trial-and-error attitude and chooses the most suitable development path for potassium salt companies in practice. The sustainable development path pursued by Company A needs to be adapted to the policy environment at the national level in the macro field, and the industrial development policy at the national level under the socialist market economy system has guiding significance. This means that the industry in which A company is located is not only difficult to obtain policy support at the national level at present, but also will face the regulation of relevant industrial policies in its development. Therefore, it gives restrictions for A company to practice sustainable development. As a benchmark enterprise with a 60-year history of plant construction, Company A must solve the problem of adaptability to the policy environment in order to implement the sustainable development strategy of the enterprise. In the age of self-media, the speed of information dissemination will increase geometrically, and the influence of network public opinion will have a great positive or negative impact on the public. Experience shows that under the influence of public opinion, the intensity of government regulation on chemical enterprises will be increased, and the intensity beyond the threshold will have a negative impact on the normal operation of chemical enterprises, including Company A. Consequently, the negative public opinion brought about by the lack of chemical knowledge of the public will inevitably have a significant impact on the local government's use of public power to implement regulation. This requires company A to solve the problem of adapting to the public opinion environment before entering the road of sustainable development. According to the principle of dialectical materialism, internal causes play a major role, and the internal causes here are the operating environment of Company A. Whether it is to adapt to the policy environment or to the public opinion environment, the key lies in that Company A can actively adjust the management strategy of its main business and seek the path of sustainable development with an open vision.
