中文摘要：	从上世纪80年代到现在，手机的发展经历了大的变化。手机行业趋于成熟化，手机项目管理也在这个过程中得到了更多的重视，据了解,我国手机行业基本实现项目目标的投资项目所占比例相对较少，彻底失败的占到了一定比例。就目前来说，真正做好手机项目管理的很少。本文从手机行业和项目管理入手，结合工作实际，研究手机方案公司项目采购中的时间管理问题。采购中的时间管理作为手机项目管理的一个重要组成部分，如果控制得好，可以缩短交货时间，如果控制不当，就会延误整个项目的进程。 本文通过案例分析，利用总结归纳的研究方法，层层深入。从行业的划分和背景开始，再从手机方案公司的定义开始研究，提出关于此类公司项目采购中的时间管理问题，利用时间管理的工具做出定性和定量分析。 本文要研究的问题源于作者的亲身工作经历和具体实践，参考了同行的经验，搜集了一定的资料，总结出了关于手机方案公司项目采购中时间管理问题的控制方法及应对防范措施等，对于同行或相似项目中的涉及到采购的时间管理问题有一定的参考意义。
英文摘要：	Since the 80s of last century, mobile phone industry has evolved over great transformation. While this industry trends into a maturity period, project management is getting much more attraction too. As we know, a few projects of mobile phone investment basically achieve the comparative target of which is lower proportion in China, however, a certain proportion occupied by fully failing projects. Actually, an excellent example of project management is much few in this industry as per the situation at present. Therefore, this thesis enters on several points from mobile phone industry and project management, incorporating with working practice, analyzes management issue of schedule on which is occurred during the operation of project procurement launched by mobile phone solution Company. The schedule on procurement operation is an important part of project management in mobile phone industry; it could be proper managed and saving delivery time. The thesis applies the method of summary and induction to analyze cases, penetrating from issue to issue. Entering from division and background of industry firstly and then make an analysis from a definition of mobile phone scheme, gradually illustrates management problems of schedule on project procurement about this type of corporation, finally defines the natural determination and quantitative analysis by using the “instrument” of schedule.Issues and background researches in this thesis is source from the author’s personal experience and concrete practice, in which is refers to some experiences from the industry and gathers some regular literatures, Moreover, about project management of mobile phone scheme and design Corporation, the thesis makes a summary for the schedule issue, such as control procedures and suitable precautions etc., it will be significant for a reference to deal with involved issue of schedule management on procurement operation for this industry or similar projects.
