中文摘要:在可以轻松的通过网络获取信息知识的时代,人们对公共数字文化服务的需求日益增长。计算机网络技术、人工智能大数据技术等已经不再是制约公共数字文化发展的难点。信息化发展正步入新阶段,对公共数字文化服务提出新的挑战。与发达地区相比,边疆少数民族地区由于地理位置偏远交通不便、多语言文字使用、人口居住分散等制约发展的客观因素,在公共数字文化服务还处于相对落后的状态。边疆少数民族地区面临着更新管理理念,改变工作思路、加强数字文化建设质量、提高资源吸引力和增强服务有效性等重要任务,探索出适合边疆少数民族地区公共数字文化服务的新路径。 本文以探讨边疆少数民族地区公共数字文化服务的优化发展为目的,解决无网络地区无法享受公共数字文化服务的问题,吸引广大群众使用数字资源和相关服务,以实现公共数字文化服务均等化的目标。本文首先调查研究了边疆少数民族地区公共图书馆数字文化服务当前存在的问题。通过总结发现政府财政投入不足、公共图书馆公共数字文化服务意识不强、服务模式不具有针对性、资源建设分散并存质量不高、服务推广方式陈旧老套、人才队伍建设薄弱成为了制约公共数字文化服务发展的主要问题。然后以内蒙古“数字文化走进蒙古包”这一成熟的基层公共文化服务模式为切入点,对公共数字文化服务模式、资源建设内容及更新方式、推广方法、服务内容、人才培养进行研究与分析。进一步通过采访调研内蒙古地区“数字文化走进蒙古包”工程的相关工作人员及基层农牧民,探索公共数字文化服务中的“蒙古包”模式。 “蒙古包”模式的成功在于政府部门、公共图书馆、基层群众自身的高度重视,以及先进接地气的六级覆盖和移动服务模式,同时有丰富资源库作为数据支撑,各种惠民致富的服务推广,让广大群众受益匪浅。新技术在整个工程中的应用也是模式成功的另一主要因素。结合边疆少数民族地区公共图书馆数字文化服务中存在的问题,对今后的公共数字文化服务提出了建立统筹发展方式、鼓励社会力量参与建设、加大资源整合力度、创新服务推广方式等优化策略。 
英文摘要:In an era when information knowledge can be easily accessed through the Internet, the demand for public digital cultural services is growing. Computer network technology and artificial intelligence big data technology are no longer the difficulties that restrict the development of public digital culture. The development of informatization is entering a new stage, posing new challenges to public digital cultural services. Compared with developed regions, ethnic minority areas in the border areas are still relatively backward in public digital cultural services due to the geographically remote location, inconvenient transportation, multilingual use, and scattered population. The frontier minority areas are faced with the important tasks of updating management ideas, changing work ideas, strengthening the quality of digital culture construction, improving resource attractiveness and service effectiveness, and exploring new paths for public digital cultural services in ethnic minority areas in border areas. This paper aims to explore the optimization and development of public digital cultural services in ethnic minority areas in border areas, to solve the problem of non-network areas unable to enjoy public digital cultural services, and to attract the masses to use digital resources and related services to achieve the goal of equalizing public digital cultural services.This paper first investigates the current problems in the digital cultural services of public libraries in minority areas of border areas.By summing up, it is found that the government's financial investment is insufficient, the public library's public digital culture service awareness is not strong, the service model is not targeted, the resource construction is scattered and the quality is not high, the service promotion method is old and old, and the talent team is weak. The main problem of the development of cultural services. Then, based on the mature grassroots public cultural service model of “Digital Culture into Mongolian Mongolia” in Inner Mongolia, the research and analysis of public digital cultural service mode, resource construction content and update method, promotion method, service content and talent training are carried out. Further, through interviews, the relevant staff of the “Digital Culture Into the Mongolian Uygur” project in Inner Mongolia and the grassroots farmers and herdsmen will be investigated to explore the “yurt” model in public digital cultural services. The success of the “yurt” model lies in the high attention of government departments, public libraries, and grassroots people, as well as the six-level coverage and mobile service model of advanced grounding gas. At the same time, there are abundant resource libraries as data support, and various services to benefit the people. Promotion, so that the masses benefit a lot. The application of new technologies throughout the project is another major factor in the success of the model. Combined with the problems existing in the digital cultural services of public libraries in ethnic minority areas in the border areas, the paper proposes optimization strategies for establishing a unified development mode, encouraging social forces to participate in construction, increasing resource integration, and innovating service promotion methods for future public digital cultural services.
