中文摘要：	2017年出台的《中华人民共和国公共图书馆法》是我国公共图书馆发展历史上又一具有重要意义的国家政策，规定了公共图书馆的免费开放和公休日、节假日应当开放等问题，标志着我国公共图书馆事业开启了新的篇章。但是虽规定了公共图书馆的开放时长以及在公休日和法定节假日期间应当有开放时间，却在各级图书馆落实之时没有适用于不同级别公共图书馆的制度标准，而公共图书馆作为一个对制度依赖性较强的机构，如何形成一个可以让各级公共图书馆作为参考，从而结合自身实际情况制定出适合自己的更科学合理的开放时间制度就显得尤为重要。 本文采用网络调查、实地调研和问卷调查等方法，对公共图书馆目前的开放时间做了调查与分析，同时对工作日、公休日及节假日公共图书馆的开放安排进行了读者需求调查和图书馆馆员的意愿访谈，结合多方面得到的信息和数据进行统计分析，试图对我国公共图书馆的开放时间制度更加科学合理研究提出一些建议。 本文一共分为五个部分，第一部分为绪论，介绍了研究的背景、意义、研究目的、研究内容、研究思路和可行性分析。文章的第二部分介绍了关于开放时间制度的国内外研究现状，国内部分通过对两项法规中关于公共图书馆开放时间的解读分析了解目前我国公共图书馆的开放时间安排，国外部分以美国、日本和澳大利亚为例，展示了其现行的公共图书馆政策以及该法律政策中对开放时间的规定要求。文章的第三部分是对我国目前公共图书馆开放时间安排的调查与分析，主要总结了各级公共图书馆的开放时长、开放时间和开放区域的现状，找出相通性进行分析。接下来在第四部分介绍了公共图书馆的经费来源、经营成本以及针对开放时间安排的读者需求和馆员意愿，力求从各个方面为开放时间的制度优化提供数据基础。最后，在前四部分的基础之上，提出第五部分，从法律政策和实际方案入手，针对我国公共图书馆开放时间制度优化试图提出可行的策略建议。
英文摘要：	The Public Library Law of the People's Republic of China, enacted in 2017, is another significant national policy in Chinese public library development history，it stipulates that the free opening of public libraries and the opening of public holidays and holidays should mark the opening of a new chapter in the public library industry in China.However, although the opening hours of public libraries and the opening hours should be available during public holidays and statutory holidays, there are no institutional standards applicable to different levels of public libraries at the time of implementation of libraries at all levels, and public libraries as a It is especially important for institutions with strong institutional dependence to form a more open and reasonable system that can be used as a reference for public libraries at all levels, so as to combine their own actual conditions to develop a more scientific and reasonable open time system. The paper investigates and analyses the opening hours of public libraries by means of network survey, field investigation and questionnaire investigation, At the same time, the opening of the public library on weekdays, public holidays and holidays is investigated and the library librarian's willingness is interviewed, combining the information and data obtained from various aspects for statistical analysis, it tries to put forward some suggestions for the scientific and reasonable study of the open time system of public libraries in China. This paper is divided into five parts. The first part is the introduction, which introduces the background, significance, research purpose, research content, research ideas and feasibility analysis.The second part of the article introduces the domestic and international research status of the open time system. The domestic part understands the opening schedule of the public libraries in China through the interpretation of the opening hours of the public libraries in the two regulations. The foreign part is in the United States. Japan and Australia, for example, showcase their current public library policies and the requirements for opening hours in the legal policy. The third part of the article is the investigation and analysis of the current open time schedule of public libraries in China. It mainly summarizes the status of open time, open time and open areas of public libraries at all levels, and finds out the similarities for analysis. In the fourth part, the source of the public library, the operating cost, the readers' needs for the open time schedule and the librarian's willingness are introduced. The paper seeks to provide a data foundation for the Institutional optimization of open time from all aspects. Finally, on the basis of the first four parts, the fifth part is put forward, starting from the legal policy and practical plan, and trying to propose feasible strategies for the optimization of the open time system of public libraries in China.
