中文摘要:进度计划是项目管理的核心内容,进度计划系统通过对项目活动的分解、网络计划的排定、进行资源优化和工期的估计来建立项目的计划安排。合理的项目进度计划是项目实施、跟踪与控制的基础,是项目成败的关键。现代项目日趋复杂,要求周期更短、准时完工率更高、成本更低、风险最小。钢铁企业除尘项目处在一个大的系统中,其中某一个要素发生了变化可能影响到别的要素。除尘项目施工周期长、资金投入大、运行环境复杂、不确定因素多,故导致项目的时间控制难度大,很容易造成完成时间拖延,从而降低整个项目的投资效益。所以,对于除尘建设项目来说,时间控制是确保项目成功的重要手段。对于一个除尘项目如何合理地安排项目进度,优化项目活动,确保项目按期完工,已成为项目管理者最重要目标之一,进度管理发挥了越来越重要的作用。 本文在分析了项目进度管理的研究现状的基础上提出了项目进度管理在除尘项目中应用的必要性和本文的研究目的。在明确了本文的研究目的和对象的基础上,首先,对项目时间管理以及项目进度控制与优化的方法进行分析;其次,在对项目进度管理分析的基础上结合除尘项目的特点,分析了除尘项目的特点和除尘项目在项目进度管理中存在问题;再次,结合项目进度管理的方法理论以及除尘项目在进度控制中所遇到的问题,提出了钢铁除尘项目进度施工控制模型,本模型是关键链管理的一种应用模型。在对传统项目进度计划进行进度优化的基础上,确保除尘项目在资源约束下能按时保质完成。最后,本文以笔者所负责的莱钢3×45吨转炉二次除尘项目为例,通过定性和定量的分析说明了钢铁除尘项目进度施工控制模型的有效性和可靠性。 实例分析结果表明,本文提出的项目进度管理模型以及模型中所应用的优化方法较传统项目进度管理工具有更高的可靠性和稳定性。对于实际的项目进度控制具有一定的应用和参考价值。  
英文摘要:Schedule planning is the core of project management, through the breakdown and making network planning, schedule planning system balance the resource and time to optimize and generate the project plan. Reasonable project schedule planning is the bases of projects’ perform tracking and control. Modern projects become more complex, ask for shorter periods, less cost and risk. Especially, a steel project of getting ride of dust inside of a large system, one element of the system delay may affect interrelated elements. The projects of getting ride of dust have a long period, more investment, environment complexity and more uncertainty factors. And then, the project of period is very difficult to control, and likely to delay. Thereby, it reduces the retune of investment in the project. For the dust-building projects, success of the project is base on a reasonable time control. For a project how to arrangement the scheduling , optimize the activities of the project and ensure that the project is expected to be completed, which has become the most important goal to the project manager, Project-Schedule Management has played a more and more important role. This paper proposes to a necessity and aim of this article in the get ride of dust project, based on the analysis of the progress of the project management research at present. Based on the aim sand objects of this paper, firstly, analysis the control and optimization methods of Project time management; secondly, this paper analyze the characteristics of and dust removal project management problems based on the analysis of binding characteristics of the entire division project;Thirdly, Combination with the methods of project management theory and the problems were encountered in a steel project, and then propose a model about dust removal in steel project, the model is a Critical Chain Management (CCM) application model. Based on the project plan progress of optimization in the traditional to ensure the dust removal project can be completed on time and according to quality in resource-constrained; finally, this paper take 3 × 45 tons Laigang secondary dedusting project converter as an example, through qualitative and quantitative analysis of steel construction dust control model to decrypting effectiveness and reliability of the model. The results of examples analysis show that the proposed project management model and the model applied in more traditional optimization project management tools have higher reliability and stability. This paper has a certain reference value in progress of the project for control applications.
