| 中文摘要: | 改革开发以来,城镇化得以快速发展,各地方政府基础设施建设领域的投入逐年增加,基建拉动区域经济发展的优势逐步体现。1994年分税制改革,加速了财权由地方政府向中央政府转移的速度,各地方政府因特殊性,无法直接举借债务,在这样的背景下,平台公司应运而生。成立之初,平台公司因其运动员加裁判员的特殊身份,得以快速壮大,尤其是在2008年经济危机后,其撬动资金、扩大投资的杠杆属性被广泛认可。但随着经济进一步发展,诸如政府公益性项目和非公益性项目不分、城投债务和地方政府债务不分等问题的激增,地方政府隐形债务问题逐步凸显。针对政府债务管理的问题,国务院于2014年9月下发了43号文,开启了规范和整顿的序幕,此后几年间,监管层在政府、平台公司、金融机构之间多管齐下,逐步稳住了地方政府隐性债务问题的爆发。 本文主要从地方政府债务产生以及变化历程开始介绍,深入剖析探讨地方政府债务问题,并结合实际案例,对PF银行的政府债务贷款业务发展现状和内、外部环境特点进行了分析,形成了PF银行在地方政府债务贷款中的现状和具体考虑,总结出管理问题及成因,如未形成有效的统一管理模式、未构建明确的客户管理体系、行业政策管理有待加强、缺乏因城施策的系统化支持等。之后进一步分析了成因,主要是利润为导向的考核机制存在制度缺陷、专业人才和制度储备相对缺乏、未形成有效的银政业务服务模式等。分析成因后,给出了建议和对策,即构建统一的审批、客户、风险、业务考核与专业化人才机制;并结合存量与增量业务提出了优化管理的措施;最后补充了相关的完善保障建议。 PF银行的具体情况和问题虽然有其自身特性,但所面临问题的性质确是普遍存在的,本文提出的对PF银行自身问题的对策和建议的同时,也希望能够给其他金融机构提供参考。 | |
| 英文摘要: | Since the reform and development, urbanization has been developing rapidly, the investment in infrastructure construction by local governments has increased year by year, and the advantages of infrastructure driving regional economic development have been gradually reflected. The 1994 tax sharing reform accelerated the transfer of financial power from the local government to the central government. Due to their particularity, local governments could not directly borrow debts. Under this background, platform companies came into being. At the beginning of its establishment, the platform company grew rapidly due to its special status as an athlete and referee. Especially after the 2008 economic crisis, its leverage attribute of leveraging funds and expanding investment was widely recognized. However, with the further development of the economy, such as the sharp increase of problems such as the distinction between government public welfare projects and non-public welfare projects, the distinction between urban investment debts and local government debts, the hidden debt problem of local government has gradually become prominent. In response to the problem of government debt management, the State Council issued Document No.43 in September 2014, which started the prelude to standardization and rectification. In the following years, regulators gradually stabilized the outbreak of hidden debt problems of local governments through a multi-pronged approach among the government, platform companies and financial institutions. This article mainly introduces the generation and change process of local government debt, deeply analyzes and discusses the problem of local government debt, and combining with actual cases, analyzes the development status of PF bank's government debt loan business and the characteristics of internal and external environment, forms the current situation and specific considerations of PF bank in local government debt loan, and summarizes the management problems and causes, such as failure to form an effective unified management mode, failure to establish a clear customer management system, failure to strengthen industry policy management, and lack of systematic support for city-specific policies. After that, it further analyzes the causes, mainly due to the institutional defects of profit-oriented assessment mechanism, the relative shortage of professional talents and institutional reserves, and the failure to form an effective service model for banking and politics. After analyzing the causes, suggestions and countermeasures are given, i.e. to build a unified mechanism for examination and approval, customers, risks, business assessment and professional talents; At the same time, it puts forward measures to optimize management by combining stock and incremental business. In the end, the author added some suggestions to perfect the guarantee system. Although the specific situation and problems of PF banks have their own characteristics, the nature of the problems they are facing is indeed widespread. The countermeasures and suggestions for PF banks' own problems put forward in this paper also hope to provide reference for other financial institutions. | |
