中文摘要:本文以沈阳W集团的组织内部运行机制问题为对象进行研究,探讨了沈阳W集团组织内部运行机制问题及其解决方式,主要研究内容包括:首先,探讨我国地方性国有企业管理体制发展沿革及现状,主要论述了地方性国有企业的来源,地方性国有企业发展的历程及体制形成、地方性国有企业组织现状的分析、以及现有东北地区国有企业存在的主要问题。其次,分析了沈阳W集团组织内部运行机制的现状与形成原因,组织内部运行机制问题的现状主要体现在沈阳W集团组织目标完成情况较差、组织效率呈现逐年走低现象、组织的员工满意度情况较低等方面。问题层面主要探讨了:沈阳W集团组织长期战略目标设定不清,影响了组织内部运行机制的设定匹配。长期目标未有效分解至短期目标,导致量化考核困难,产生了组织二元性负面影响,造成了组织内部运行机制的侧重点不清。并且在组织结构和组织机制选择层面,沈阳W集团没有形成现代企业的组织结构,造成了部分组织结构功能缺乏,组织机构臃肿,总部与子公司职能定位不清,无法适应外界竞争环境的变化。组织机制体系的缺乏造成无法从机制层面适应外界环境变化,组织的形态僵化,不符合权变性理论对组织形态的要求,致使组织目标无法达成。同时,组织分工不明确,授权体系未建立,权责边界模糊,部门及岗位职责定位不清导致了组织内部运行机制的无法落地情况发生。 通过本文的研究得出如下结论:从设立适合产业发展环境及匹配企业自身资源的效率型组织目标和开创型组织目标打破组织二元性的负面影响,同时匹配适合企业的管控模式将组织目标与组织机制结合起来,明确组织内部运行机制的重点选择问题。并从建立现代企业法人治理结构、明确总部与子公司的定位、组织结构的优化设计与建立适合组织的激励机制、内控机制和决策机制等方面从内部环境打造权变型组织结构和机制,适应外部环境的发展模式。从部门及岗位职责的梳理、责权体系的建立、核心管理流程的建立方面,明确职责,清晰权限,帮助解决组织内部运行机制问题解决落地。通过组织目标设计与管控模式选择克服组织二元性的负面效应,促进其良性互补相乘,通过内部环境分析及创造条件从组织结构及机制层面推动沈阳W集团的权变性适应,通过组织分工、岗位职责梳理、责权体系建立落地这几个层面使组织内部运行机制问题相应减轻,组织绩效得以提升。在落实组织内部运行机制改进的解决过程中还应匹配相应的保障体系,从内部企业文化、员工配合、流程落地、技术支持等方面提供组织内部运行机制改进的内部保障,以及从外部政府、客户、服务商等方面提供组织内部运行机制改进的外部保障,内外保障体系相结合来支撑组织内部运行机制的改进。 通过本文的研究对于沈阳W集团解决组织内部运行机制存在问题具有直接的应用参考价值,并且所形成的研究经验、方法、模式等也能够为其他国有企业的组织内部运行机制问题的探讨提供参考。 
英文摘要:This paper discusses the internal operation mechanism of Shenyang W Group and its solutions. The main research contents include: Firstly, it discusses the evolution and current situation of the management system of local state-owned enterprises in China, mainly discusses the sources of local state-owned enterprises, the course of development and the formation of the system of local state-owned enterprises, and the main problems of existing state-owned enterprises in the Northeast. Secondly, it analyzes the causes of the internal operation mechanism of Shenyang W Group. The result of the internal operation mechanism of the organization problem is mainly reflected in the poor completion of the organizational objectives of Shenyang W Group, the decline in organizational efficiency and the employee satisfaction of the organization. The problem mainly discusses: the long-term strategic objectives of the Shenyang W Group organization are unclear, which affects the setting and matching of the internal operating mechanism of the organization. Long-term goals have not been effectively decomposed into short-term goals, which has made quantitative assessment difficult, resulting in negative effects of organizational, resulting in unclear focus on the internal operating mechanism of the organization. And at the level of organizational structure and organizational mechanism selection, Shenyang W Group did not form the organizational structure of modern enterprises, resulting in the lack of some organizational structure functions, unclear functions of headquarters and subsidiaries, and unable to adapt to changes in the external competitive environment. The lack of organizational mechanism system can not adapt to the changes of the external environment from the mechanism, the organizational form is rigid, and does not meet the requirements of the organization theory of the privatization theory, so that the organizational goals cannot be achieved. At the same time, the division of labor is not clear, the authorization system has not been established, the boundaries of powers and responsibilities are vague, and the unclear positioning of departments and job responsibilities has led to the failure of the internal operating mechanism of the organization. Through the research of this paper, the following conclusions can be drawn: from setting up an effective organizational goal and a pioneering organizational goal that are suitable for the industrial development environment and matching the enterprise's own resources, the negative impact of the organizational duality is broken, and the management control model suitable for the enterprise is matched with the organizational objectives and the organizational system is combined to clarify the key selection issues of the internal operating mechanism of the organization. And from the establishment of modern corporate legal governance structure, clear positioning of headquarters and subsidiaries, optimization of organizational structure and establishment of appropriate organizational incentives, internal control mechanisms and decision-making mechanisms, etc., from the internal environment to create a contingent organizational structure and mechanisms, adapt to the outside, the mode of development of the environment. From the combing of departmental and job responsibilities, the establishment of the responsibility system, and the establishment of the core management process, clear responsibilities, clear authority, can help solve the problem of the internal operation mechanism of the organization. Through the organization of target design and management mode selection to overcome the negative effects of organizational duality, promote its benign complementary multiplication, through the internal environment analysis and create conditions to promote the transformation of the weight of Shenyang W Group from the organizational structure and mechanism level, through organizational division, the responsibilities of the job responsibilities and the establishment of the system of responsibility and responsibility have reduced the internal operational mechanism of the organization and improved organizational performance. In the process of implementing the internal operation mechanism of the organization, the corresponding guarantee system should be matched, and internal security, such as internal corporate culture, employee cooperation, process implementation, and technical support to solve the problem of internal operational mechanism of the organization, as well as external government, the customer, the service provider and other aspects provide external protection for the internal operating mechanism of the organization, and the internal and external security systems are combined to support the problem solving of the internal operating mechanism of the organization.
