| 中文摘要: | 从美国次贷危机引起的华尔街风暴,已经演变为如今的全球性金融危机。美国大型金融机构相继遭遇危机,警示我国金融机构要建立风险管理长效机制,走出一条规范、稳健、持续的发展之路。我国的金融体系在现阶段仍以银行业为主导。银行属于高风险行业,信贷业务作为银行主要收入来源的同时,与之相应的信贷风险也成为其面临的首要问题。因此,信贷风险管理已经成为银行经营管理的核心内容。 中国农业发展银行属于政策性银行,自其成立以来,认真履行国务院赋予的职能,在支持保护农业、解决市场失灵问题、促进农产品流通、维护国家粮食安全和农民利益等方面发挥了应有的作用。在经营管理的过程中,也遵循着银行的一般规律和运行机制。特别2004年以来,党中央国务院要求中国农业发展银行深化政策性银行改革,增强支农功能,在农村金融体系中发挥骨干和支柱作用。此后,中国农业发展银行的自身业务由粮棉油流通范围,扩大到农业和农村整体范围,商业性贷款业务也随之发展,进入了政策性信贷业务和商业性信贷业务并存的发展阶段和转型期,所以,在当前和今后一段时期内,加强信贷风险管理,已成为中国农业发展银行一项重要的研究课题。 本文首先从回顾风险管理相关理论入手,阐叙风险、金融风险及信贷风险的内涵和特征,介绍国内外信贷风险管理的沿革,详尽分析了中国农业发展银行自身业务特点,以及信贷风险的表现、特征及成因,然后,通过对比国内外先进政策性银行的信贷业务和信贷管理措施,总结了其成功的管理经验。在此基础上以全面风险管理为指导思想,以两类业务分治和审贷分离等为指导原则,从信贷业务流程的角度,构建出适合自身信贷业务特色的中国农业发展银行信贷风险管理模式,设计了信贷风险管理的组织架构和信贷风险管理的流程,并以政策性信贷业务客户和商业性信贷业务客户为例,进行了实证分析。 | |
| 英文摘要: | The Wall Street storm caused by the meltdown in the US subprime now has become to a global financial crisis. Many big financial institutions of the US have suffered large-scale crisis. It warns Chinese financial institutions to establish a long-term mechanism for risk management and make a standardized, stable and sustained development. Chinese financial system is still dominated by the banking at this stage. Banking belongs to high-risk industries. As the credit business is the main source of revenue for banks, the corresponding credit risk has also become their the most important problem. Therefore, credit risk management has become the core content of the banking management. Agricultural Development Bank of China is a policy bank. Since its foundation, it seriously carries out the functions entrusted by the State Council. It plays its due role in supporting and protecting agriculture, resolving the problem of market failure, promoting the circulation of agricultural products, safeguard the national food security and protect the interests of the farmers. In the course of its operation and management, the ADBC also follows the general rules and the operation mechanism of the Banking. Es pecially since 2004, the CPC Central Committee and the State Council has requested the ADBC to deepen the reform of policy banking, enhance function of suppoting agriculture and play the core role in the rural financial system. Since then, the business scope of the Agricultural Development Bank of China has expanded to the whole range of agricultural from the circulation of the grain, cotton and edible oil and its commercial loan business also have made a great development. The ADBC has become the development stage and the transition period that the policy credit business and the commercial credit business exist side by side. Therefore, now and in the future, strengthening credit risk management has become one important research topic of Agricultural Development Bank of China. This article started on the review of the risk management theory. I gave an account of the contents and characteristics of the risks, the financial risk and the credit risk and introduced the history of the credit risk management at home and abroad in this part. I also made a detailed analysis of the characteristics of ADBC’s business, as well as the performance Characteristics and Genesis of credit risk. And then, by comparing the domestic and foreign policy banks advanced credit business and credit management measures, I summed up their successful management experience. On this base, I took the all-around system of risk management as the guiding ideology, the segregated operation to the policy credit business and the commercial credit business and operational efficiency as the guiding principles and at last built a model of the credit risk management suitable for ADBC’s own characteristics from the perspective of the credit business processes. I designed a organizational structure and processes of the credit risk management. Lastly I made an empirical analysis, taking the customers of the policy credit business and the commercial credit business as examples. | |
