中文摘要:随着我国社会主义现代化建设的不断深入发展,经济实力和综合国力得到广泛提升。在经济快速发展的同时,我国的城市化也得到了迅猛发展,但在发展的过程中,部分中心城市存在着一些诸如环境污染,交通拥堵,住房医疗成本高,就业就学困难等社会问题。面对城市化的新挑战,国际社会和国内有识之士普遍呼吁建设生态城市的构想成为未来建设城市的主流。党的十九大提出实现全面小康社会和两个一百年奋斗目标中,生态文明建设是不可缺少的重要组成部分。实现建设生态城市的任务提到议事日程,由于生态城市自身特点,其建设模式和投资方式的选择成为建设成败的重要议题。 通过回顾我国城市发展的历史,发现城市的变迁与城市投资管理方式的变化息息相关,甚至对于城市的开发建设成败起到了至关重要的作用。从改革开发后为满足经济发展和人民生活而进行的城市建设,再到2000年后城市生态化改造的不断演进,各环节都是通过城市投资开发管理方式的改变而不断发展。同时对世界主要城市开发模式中城市投资管理方式的内涵、主要特点、适用的投资方式、以及适用的范围等详细分析,包括美国模式、德国模式、新加坡模式、香港模式。充分阐述投资管理方式与城市开发建设的关联关系。并且基于城市建设理论中相关公告产品理论、市场失灵与政府失灵理论、资本运营理论等理论。对城市相关投资开发理论进行梳理,探讨国内外相应地区城市开发的特点,总结相关经验教训为我国未来城市开发提供借鉴作用。 在中新生态城建设10周年之际,以中新天津生态城为研究对象,简介生态城市的涵义及建设标准,结合生态城市建设和发展的自身特点,从投资管理的角度对生态城市建设进行分析和研究,剖析中新天津生态城的投资管理现状,提出目前城市投资管理中的问题:通过土地收入带动城市开发模式的问题、基础设施代建机制的融资成本转嫁问题、生态开发项目亏损问题等。并对上述问题提出相关问题的优化对策和实施方案。同时考虑未来适应生态城市发展的特点与各种投资工具研究相结合的投资开发理论,为更优质的建设生态城市提供有益的理论支持。 
英文摘要:With the deepening development of China's socialist modernization, economic strength and comprehensive national strength have been widely upgraded. With the rapid economic development, urbanization has developed rapidly. However, in the process of development, some central cities have some social problems, such as environmental pollution, traffic congestion, high housing and medical costs, employment and school difficulties. Faced with the new challenges of urbanization, the international community and domestic insightful people generally call for the idea of building an ecological city to become the mainstream of urban construction in the future. The Nineteenth National Congress of the Communist Party of China put forward the goal of achieving a well-off society in an all-round way and two hundred years of struggle, in which the construction of ecological civilization is an indispensable and important part. Therefore, the task of building an eco-city has been put on the agenda. Because of the characteristics of the eco-city itself, the choice of investment mode of the construction mode has become an important issue for the success or failure of the construction. By reviewing the history of urban development in China, it is found that urban change is closely related to the change of urban investment management, and even plays a vital role in the success of urban development and construction. From the urban construction to satisfy the economic development and people's life after the reform and development, to the continuous evolution of urban ecological transformation after 2000, all links are constantly developing through the change of the management mode of urban investment and development. At the same time, the connotation, main characteristics, suitable investment modes and applicable scope of urban investment management modes in the world's major urban development modes are analyzed in detail, including the American mode, the German mode, the Singapore mode and the Hong Kong mode. This paper fully expounds the relationship between investment management mode and urban development and construction. And based on the theory of announcement products, market failure and government failure, capital operation and other theories in urban construction theory. This paper combs the theory of urban related investment and development, explores the characteristics of urban development in corresponding regions at home and abroad, and summarizes relevant experience and lessons to provide reference for future urban development in China. On the 10th anniversary of the construction of Sino-Singapore Eco-city, taking Sino-Singapore Tianjin Eco-city as the research object, this paper briefly introduces the meaning and construction standard of eco-city, combines the characteristics of the construction and development of eco-city, analyses and studies the construction of eco-city from the perspective of investment management, and analyses the present situation of investment management of Sino-Singapore Tianjin Eco-city. The problems in current urban investment management are put forward, such as the model of urban development driven by land income, the transfer of financing cost of infrastructure agent construction mechanism, and the loss of ecological development projects. And put forward the optimization countermeasures and implementation plan of the related problems. At the same time, considering the characteristics of future eco-city development and the investment development theory combined with various investment tools, it can provide useful theoretical support for the construction of eco-city with better quality.
