| 中文摘要: | 招投标是市场开放发展的产物。为了规范招标投标活动,体现公开、公平、公正、择优的原则,保护国家利益、社会公共利益和招标投标活动当事人的合法权益,提高经济效益,保证项目质量,我国制定并颁布实施了《中华人民共和国招标投标法》,以法律的形式约束招投标相关方。但是,招投标工作中的违法犯罪行为却屡禁不止,给国家和人民的财产、生命安全造成了巨大损失。因此,除了需要法律层面对招投标进行约束外,也需要行之有效的技术手段对其进行规范。 2008年10月31日,中本聪(Satoshi Nakamoto)发表了《比特币:一种点对点的电子现金系统(Bitcoin:A Peer-To-Peer Electronic Cash System)》,标志着基于区块链技术的去中心化数字货币体系的诞生。区块链具有去中心化、防篡改、隐私保护、可追溯等特性,为优化改进工艺流程、管控风险、降低成本、提升项目质量等提供了有利条件。 本文基于项目风险管理理论,对政府招投标项目的利益相关者进行分析,对招投标项目风险进行了识别,并根据各个风险的发生概率、影响程度、危害等级,对各个风险点进行了评级和危害评估,形成招投标项目风险管理表。分析了利用HyperLedger Fabric管控招投标项目风险的可行性,基于区块链HyperLedger Fabric 1.0平台,从去中心化、利益相关者组织管理、身份管理、招投标链码设计等方面对招投标项目进行了设计,并对招标书、投标书、开评标书等文件在招标方、投标方、审计部门之间的流转进行设计,解决区块链不能存储、交换实体电子文件的不足。以A政府部门的招投标项目为例进行了实践,并从风险管控效果和成本节约效益方面对方案进行了评估,根据风险管控评估结果,对基于区块链技术的风险管控方案从安全性、易用性、功能性三方面提出了进一步改进的具体措施,进一步完善方案设计通过开展上述研究,希望利用区块链技术为项目风险管理提供一种更容易量化、可靠性更高、效果更理想的技术解决方案,对项目风险管理工作具有借鉴意义。图0幅,表4个,参考文献40篇。 | |
| 英文摘要: | Tenders and bids are the product of open market. The Law of the People’s Republic of China on Tenders and Bids is enacted for the purposes of regulating tender and bid activities, protecting the State’s interests, the social and public interests and the legitimate rights and interests of parties to tender and bid activities, improving the economic effects and ensuring the quality of projects, based on these principles: open, fair, just and competitive. However, the repeated illegal and criminal activities in the tenders and bids have made a loss of property and lives. So, besides the Law, effective technologies are needed. On October 31st, 2008, Satoshi Nakamoto published the Bitcoin: A Peer-to-Peer Electronic Cash System, indicating the birth of the decentered digital cash based on the Block Chain technology. Block Chain has the qualities of decenter, tamper proof, privacy, traceability in favor of optimizing the process, control of risks, cost reduction, improvement of project quality. This thesis analyses the stakeholders in the government’s tenders and bids based on program venture management theory, and identifies the ventures of data leakage, incorrect format, falsification, illegality, and evaluates their harm based on their probability, impact, and then produces venture management table. It focuses on the function of HyperLedger Fabric and analyses the possibility of using it to control the venture in the tenders and bids with its characteristics such as decentralization, identity permissions, privacy protection, etc.Based on the HyperLedger Fabric 1.0, this thesis designs the tender and bid activities with decentralization, stakeholders’ management, identification management. It also designs the transfer of tender and bid offers and others among the bidders. To test the effect of venture control based on the Blockchain technology, this thesis takes the tenders and bids of Government A for example and evaluates the plan from venture management and cost saving. In the light of result of venture control assess, this thesis proposes improvement measures with the venture control plan based on the Blochchain from three aspects of safety, convenience, function. With the study above all, I hope to take good use of Blockchain technology and to provide technology solving plans with easier quantification, more reliable and effective, which can be drawn by program venture management. | |
