中文摘要:进入21世纪以来,我国经济建设高速发展,人民对经济增速的提高渴望愈发强烈。工程建设项目在经济高速发达的地区的建设要求也逐步提高,而“三边工程”即是在特定背景、特定要求下为了满足严苛的设计施工验收要求而营运而生的特殊工程类型。由于“三边工程”多对工期有严格且相对紧张的要求,在时间紧、任务重的工程中项目沟通管理更应得到重视。在复杂多变和交叉作业频繁的“三边工程”中如何有效的进行沟通以达到各项目利益相关人(群体)的目标成为此类工程项目管理中急需解决的问题。 本文以2015年国家21个重点项目之一的“旧州山里江南旅游休闲项目”为例,针对“三边工程”在沟通管理中存在的问题及产生原因进行系统性的研究与分析。首先文章介绍了题目的研究背景及意义、研究内容及方法、国内外相关理论研究现状,提出了目前研究项目沟通管理的必要性及重要性。其次从“山里江南”项目建设过程中存在的沟通管理问题出发,提出应针对项目组织结构及沟通机制进行优化设计,并从各个利益相关人员角度出发进行沟通的有效管理。紧接着提出沟通管理的优化策略及沟通控制的设计,从沟通规范技巧、方法、要素等方面进行优化,并针对项目中发生的各类沟通障碍、突发事件及反馈机制进行有效设计,达到控制沟通效果的目的。最后提出一系列优化设计的实施重点、方法、难点及障碍,并分析优化设计方案在组织结构、制度、人员技术等方面保障的探究。 本文综合运用文献调查分析法、功能结构分解法、系统研究法、实证分析法等研究方法来展开研究。本文的研究结论即针对类似的“三边工程”的项目管理中的沟通管理的优化及策略方案可以提高项目各方沟通的质量与效果,有效的通过沟通管理将项目的主要方面如时间、质量、成本进行有效的把控与优化,保证项目的成功,提高利益相关人(群体)的满意度,最终为国家的经济建设作出应有的贡献。同时针对“山里江南”项目管理中的沟通管理的改进优化,具有较强的现实意义和指导作用,对于我国其他类似项目的沟通管理的提升亦有一定的借鉴意义。  
英文摘要:Since the 21st century, China's economic construction has developed at a high speed, and people's desire to improve economic growth has become increasingly strong. The construction requirements of engineering construction projects are gradually raised in economically developed areas, and "trilateral engineering" is a special type of engineering which is operated under specific background and specific requirements in order to meet the stringent requirements of design, construction and acceptance. Because of the stringent and relatively tense requirements of the "trilateral project", more attention should be paid to the project communication management in the projects with tight time and heavy tasks. How to communicate effectively to achieve the objectives of stakeholders (groups) in the complex and changeable "trilateral projects" with frequent cross-operation has become an urgent problem in the management of such projects. Taking the "Jiuzhou Shanli Jiangnan Project" as an example, which is one of the 21 national key projects in 2015, this thesis systematically studies and analyses the problems and causes of the "trilateral project" in communication management. Firstly, the thesis introduces the research background and significance, research content and methods, and related theoretical research status at home and abroad, and puts forward the necessity and importance of research project communication management at present. Secondly, based on the problems of communication management in the construction of Shanli Jiangnan Project, it is proposed that the project organization structure and communication mechanism should be optimized, and effective communication management should be carried out from the perspective of stakeholders. Then it puts forward the optimization strategy of communication management and the design of communication control. It optimizes communication standardization skills, methods and elements, and designs effective communication barriers, emergencies and feedback mechanism for controlling communication effect. Finally, a series of key points, methods, difficulties and obstacles in the implementation of the optimization design are put forward, and the research on the guarantee of the optimization design scheme in the aspects of organizational structure, system, personnel and technology is analyzed. This thesis comprehensively uses the methods of literature survey, functional structure decomposition, system research and empirical analysis to carry out the research. The conclusion of this thesis is that the optimization of communication management and strategy scheme in project management of similar trilateral project can improve the quality and effect of communication between all parties of the project, and effectively control and optimize the main aspects of the project such as time, quality and cost through communication management, so as to ensure the success of the project. To improve the satisfaction of stakeholders (groups) and ultimately make due contributions to the country's economic construction. At the same time, aiming at the improvement and optimization of communication management in "Shanli Jiangnan" project management, it has a strong practical significance and guiding role, and also has a certain reference significance for the promotion of communication management in other similar projects in China.
