中文摘要:近年来,随着经济社会发展进入新常态,对各产业中稳中提质的要求进一步提高。同时,随着国网电力公司体制机制改革,输配电价政策调整进一步深化,对电力公司的盈利方式、成本管理工作提出了更高的要求。因此,为了主动适应改革,提高电网发展质量,电网企业需加强本身运营能力、现代化治理能力,体现在现有的投资管理工作中,则是合理提升投资效益,及时有效开展定性定量的投资效益评价工作。 因此,本文针对投资效益评价需求,通过对电网投资效益评价工作进行了相关理论回顾,分析了电网投资效益本身的特点,结合管理经济学理论,将其影响要素进行了分类。总结了天津电网投资建设近期的环境与规模,分析并阐述了天津电网投资效益评价工作的意义与重要性,并基于天津电网发展情况,进行了天津电网投资的独特性和要点说明。并针对天津电网投资的独特性,建立了涵盖经济效益及社会效益的电网投资效益评价指标体系,基于指标体系基准层与指标层不同特点,分别选择了主观及客观赋权方法对其权重予以确认,完成了电网投资效益指标体系内容与权重的搭建工作。 在电网投资效益评价模型上,通过相关性分析、熵权法、模糊综合评价法等方法,完善了以电网投资效益指标体系为基础,集指标约简、数据归一、综合评价为主体的综合评价模型。形成了方法科学,流程规范的标准化评价模型。最后以国家电网天津公司2016年十家地市公司数据为例,基于研究的电网投资效益指标体系及评价模型,开展了评价模型的应用分析,基于结果对模型进行了相应的修正。 
英文摘要:As the State Grid Corporate of China continuously promotes the reform of the operational system, it requires higher standard for the power grid enterprises' own operational capabilities and modern governance capabilities. Therefore, with the further deepening of the reform of transmission and distribution price, to adapt the reform initiative, the company's profit mode and cost management will face higher challenge. In the existing investment management, controlling the asset scale rationally and performing investment benefit evaluation work properly will lay a solid foundation for the further improvement of investment management. This study has systematically studied the investment benefit evaluation work in the existing investment benefit management and control work, the characteristics of grid investment benefit were analyzed. Using the management economics theory. Summarizes the current environment and scale of Tianjin Power Grid investment, analyzes and expounds the significance and importance of Tianjin Power Grid investment benefit evaluation, aiming at the uniqueness of Tianjin grid investment, the index system is established, and the corresponding index weighting methods are further explained. Based on the previous index system, the evaluation model including index reduction, data normalization and comprehensive evaluation was constructed. Correlation analysis, analytic hierarchy process,entropy weight method and fuzzy comprehensive evaluation method are applied for the model design and process standardization. At last, the data of the ten areas in Tianjin were taken as examples for empirical analysis and validation, corresponding correction performed for the model.
