| 中文摘要: | 为了抑制国内大气污染物持续超量排放,环保政策日趋严格。氮氧化物作为大气污染物的主要组成部分,也在排放治理之列。在国内,火力发电是氮氧化物的最大来源,而燃煤锅炉的超标排放是主要因素,因此近年来国内大量火电企业、化工企业的燃煤锅炉需要通过技术改造来实现达标排放。 化工工程项目建设不同于一般工程项目,其涉及内容广、专业性强、技术要求高、环节多,涉及到的单位、部门繁多,尤其是针对在用10年以上装置的技术改造项目,生产工艺、设备陈旧,安全保障能力下降明显。在此类项目实施过程中,不可避免会出现生产和技术改造同步进行的情况。对于国内脱硝环保改造项目来说,大部分面临工程质量要求高、现场施工现场狭窄、难度大、工期紧,及现场存在易燃易爆危险品等恶劣条件。检修现场人员、部门较多,交叉作业情况经常出现。一旦在施工过程中出现问题,将会造成严重后果,如人员伤亡、环境污染等,这使得规范科学的风险管理在化工装置技术改造项目中显得尤为重要。 本文对项目风险的发展过程、管理理论和工具进行了介绍,结合工程项目风险管理的内容和管理方法以及项目本身的特点和独特性进行了研究,采用检查表法、头脑风暴法、AHP层次分析法及ABC分类法对6-8#燃煤锅炉脱硝环保改造项目实施过程中的主要风险因素进行识别、分析和评价。最后,对项目实施过程中各种风险因素提出了应对和监控措施,并得出本文结论。 对于化工企业引入现代工程项目风险管理理论中的识别、分析方法,对于提升企业项目风险管理十分必要,能够全面、有重点的反映出工程项目各个角度、各个环节中存在的风险因素,针对性进行解决,尽可能做到不留死角,这对于提升企业的本质安全具有十分重要的意义。本文撰写时,注重用理论指导实际问题,从公司实际出发,将前人的理论知识和研究成果与项目实践相结合,在验证现代风险管理理论的同时,也为类似工程项目的风险管控提出了一些有针对性的解决方案,旨为类似的技术改造项目风险管理提供一些管理经验。 | |
| 英文摘要: | In order to curb the continued excessive emissions of domestic air pollutants, China's environmental protection policy has become increasingly strict. As a major component of atmospheric pollutants, nitrogen oxides are also included in emissions management. In China, thermal power generation is the largest source of nitrogen oxides, and excessive emissions from coal-fired boilers are the main factors,therefore, in recent years, a large number of coal-fired boilers of thermal power enterprises and chemical enterprises in China need to be technically modified to achieve emission standards. The construction of chemical engineering projects is different from general engineering projects. It involves a wide range of content, strong professionalism, high technical requirements, and many links. There are many units and departments involved,especially for the technical transformation projects that have been used for more than 10 years, the production process and equipment are outdated, and the safety guarantee capability is obviously reduced. In the implementation of such projects, it is inevitable that production and technological transformation will occur simultaneously. For domestic denitration and environmental protection renovation projects, most of them need to deal with high engineering quality, narrow on-site construction environment, high operation difficulty, progress period, and harsh conditions such as inflammable and explosive dangerous goods on site. There are many personnel and departments in the field, and cross-operations often occur. Once problems occur during the construction process, serious consequences such as casualties and environmental pollution will occur. Therefore, the standard scientific risk management is particularly important in the chemical plant technological transformation project. This thesis introduces the development process, management theory and tools of project risk,combined with the content and management methods of project risk management and the characteristics and uniqueness of the project itself. This thesis uses the checklist method, brainstorming method, AHP analytic method and ABC classification method to identify, analyze and evaluate the main risk factors in the implementation process of 6-8# coal-fired boiler denitration and environmental protection renovation project..The order of the first level and second level risk control is determined according to each risk weight. Finally, this thesis puts forward countermeasures and monitoring measures for the risks such as schedule risks in the project implementation process, and draws the conclusions of this thesis. It is necessary for the chemical industry to introduce the identification and analysis methods in the risk management theory of modern engineering projects to improve the risk management of enterprise projects. It can comprehensively and focusly reflect the risk factors existing in all aspects and various links of the project, solve the problem and achieve comprehensive coverage as much as possible, which is of great significance for improving the intrinsic safety of the enterprise. When writing this article, pay attention to the theory to guide the reality, from the actual situation of the company, combine the theoretical knowledge and research results of the predecessors with the project practice, while verifying the modern risk management theory, it also proposes some targeted solutions for the risk management of similar engineering projects, aiming to provide some management experience for similar technical transformation project risk management. | |
