中文摘要:2008年中国银行业面临复杂多变的经济金融环境:中国经济增长高位减速、通胀压力冲高回稳、货币政策开始转向、股票市场显著回调、自然灾害频发、国际金融危机加剧等等。中国银行业在复杂多变的经济金融环境下严格防范市场风险、优化投资结构、创新投资品种,同时以扩大中间业务收入为切入点,大力发展交易、理财和资产管理业务,积极寻找利差收入以外的盈利模式和渠道。随着中行、建行、工行上市的完成,国有股份制银行的股改目标基本实现,如何以客户为中心,优化业务流程和管理环节,引入以业绩为导向的流程再造,创造自己的核心竞争力变得更加迫在眉睫。而在核心竞争力支持下长期稳定的盈利及市值不断增长是股份制银行经营管理的最终目标,也是衡量一家银行绩效优劣的根本标准。近年来,股份制商业银行己经成为我国银行业中最活跃的力量和重要组成部分。20世纪90年代初由迈可.哈默等人倡导的企业再造思想给处于变革之中的中国银行业提出了新的挑战。 本文试结合企业再造思想,就中国银行业特别是最具活力的股份制银行如何通过实施以业绩为导向的流程再造提出了自己的对策和建议,以及目前中国民生银行股份有限公司正在进行的业绩导向的流程银行改革进行有益的讨论与探索。 首先,简要介绍流程再造的由来,并通过对流程再造的关键要素和本质特征的描述,引出了流程再造的定义。并在此基础上提出了银行流程再造的基本理念,并引入银行绩效改进的理论。 其次,指出了传统经营模式与新金融时代要求的冲突,正是这种冲突的激化才引发了银行业流程再造的兴起,成为银行业实施流程再造的诱因。 第三,从分析我国银行业实施业绩导向的流程再造的现实条件入手,提出了我国银行业实施业绩导向的流程再造的基本条件己经具备,我国银行业实施流程再造己成为提高核心竞争能力的一种必然选择。通过影响分析股份制商业银行绩效的主要因素,达到如何通过“流程再造”达到改进银行绩效的目的。 第四,通过对股份制商业银行-中国民生银行股份有限公司正在实施的以业绩为导向的流程银行再造的实践作为典型案例进行探索,对其以业绩为导向的流程再造进行实证分析,对我国股份制商业银行的流程再造提供了参考意见。  
英文摘要:In 2008 the banking industry of China confronted complex and changeable economic and finance environment: the growth of China economy slowed down from high speed, the pressure of inflation released instead of sharply increasing, the monetary policy turned round, the stock market dramatically crashed, the natural disasters hit frequently, global financial crisis aggravated etc.,. Under the complex and viable economic and finance circumstances the banking industry of China strictly controlled the market risk, optimized the investment structure, and established new investment portfolios. At the same time, the banking industry made breakthrough by increasing the intermediary business income, strongly promoted trade, wealth management and asset management business, and sought new profit patterns and channels other than interest rate spreads. With BOC, CCB and ICBC having been listed, the target which aimed at transforming state-owned banks into stockholding ones has almost realized. It urged the banks to be customers advocated, optimize their business process and management chains, induce the performance-oriented processes reengineering, and create their own core competitiveness. It is the long-term stable profit and continuously increasing market value under the support of core competitiveness that are the final goal for joint-equity commercial banks to achieve and the basic standard to evaluate the banks performance. In recent years, joint-stock commercial banks have become the most active and important component in our banking industry. The thought of corporate reengineering, advocated by Michael Hammer at the beginning of 1990’s, lays new challenges before banking industry of China in transformation. Incorporating the thought of corporate process reengineering, this dissertation attempts to advise the banking industry of China, especially the dynamic joint-stock commercial banks, on how they can realize the performance-oriented process reengineering, and further constructively discusses and explores the performance-oriented process bank reform which is currently conducting in China Minsheng Banking Corporation. Firstly, this dissertation briefly introduces how business process reengineering comes into being, and through the description of the key factors and the nature characters of the business process reengineering, induces the definition of process reengineering. And then bring out the basic concept of bank’s process reengineering given the above content, and introduces the theory of bank performance improvement. Secondly, it points out that the traditional operation mode conflicted with the requirements by the new finance era. And it is the aggravating conflict, being the incentive that the banking industry conducts process reengineering, that induced the emerging of the process reengineering of the banking industry. Thirdly, by analyzing current conditions, under which our banking industry could put performance-oriented process reengineering into practice, the dissertation points out it is ready for our banking industry to conduct performance-oriented process reengineering. And to improve the core competitiveness, it is the inevitable choice for our banking industry to conduct process reengineering. Also presented in the dissertation is how joint stock commercial banks can achieve the performance improving target by process reengineering through the influential factors analyses. Fourthly, taking China Minsheng Banking Corporation, a joint stock commercial bank, which is currently conducting performance-oriented process bank reengineering as a typical sample, it analyzes the empirical evidence of its performance-oriented process reengineering, and provide references to other joint stock commercial banks.
