中文摘要:近年来由于我国经济结构转型和城市化进程,对高质量和高可靠的城市供电需求持续增大,电力公司越来越重视安全生产。然而随着电力公司生产规模在现代城市化进程中的不断扩增,电力公司的生产经营却存在更多的安全隐患。与此同时,电力公司为了实现安全生产需求,引进信息化技术进行管理,但目前的信息化模式存在数据传输效率低和数据零散等情况,生产数据的不断增加与相互干扰影响了电力公司安全生产管理效率。研究应用信息化新兴技术规划统一管理平台,优化安全生产风险管理流程,是电力公司降低风险事故、实现安全生产的一条创新路线。 基于安全生产风险管理和信息应用的概念和理论,本文选取电力公司为主要研究对象,分析了电力公司安全生产风险管理和信息化应用的现状。以各类风险、作业计划及过程信息、事故、隐患、反违章等数据为驱动,以全面支撑预防为主、持续改进的安全管理体系建设为目标,本文计划提供安全的生产风险管理和控制平台,优化电力公司安全生产风险管理流程,并应用信息化技术进行进一步提升风险管理能力。最后以电力公司下属电力公司作为具体案例进行研究,进一步验证了安全生产风险管理平台的适用性与实用性。 本文从安全生产风险管理和控制的实际情况出发,结合安全生产风险管理理论基础与信息化应用技术分析,为电力公司创建和规划安全生产风险管理和控制平台,解决当前遇到的许多问题,具有很强的可操作性。同时,为电力公司实现进一步建设先进的信息化安全生产风险管理平台提供借鉴。 
英文摘要:In recent years, due to the transformation of China's economic structure and the process of urbanization, the demand for high-quality and highly reliable urban power supply continues to increase. Power enterprises pay more and more attention to safety in production. However, with the expansion of the production scale of power enterprises, there are still many safety risks in the production and operation of power enterprises. At the same time, power enterprises introduce information technology for management in order to meet the requirements of production safety. However, the current information mode has low data transmission efficiency and scattered data, which affect the efficiency of production safety risk management and control under the mutual interference of all kinds of information. It is an innovative route for power enterprises to reduce risk accidents and realize safe production to study and plan unified management and control platform and optimize safety production risk management and control process by applying new information technology. This thesis is based on safe production related concepts and theories of risk management and information technology application, selection of the electric power enterprise as the main object of study, analysis the electric power enterprise safety in production at home and abroad risk control and the present situation of the information technology application, with all kinds of risks, job scheduling and process information, accident, hidden dangers, such as the illegal data driven, with comprehensive support prevention first, continuous improvement of safety management system construction as the goal, relying on large data, cloud computing, Internet of things, mobile information, such as a new generation of information technology, Plan and provide unified safe production risk management and control platform of safe production risk data access, data governance, data analysis, data presentation and data service. In the end, the thesis takes the subordinate power companies of electric power enterprises as the concrete cases for empirical research, further verifying the applicability and practicability of the platform for the control of production safety risk. Based on the actual work of safety production risk management and control of power enterprises, this thesis combines information technology with safety production risk management and control, creates and plans a safety production risk management and control platform suitable for power enterprises, realizes the solution of many problems encountered by power enterprises, and has strong operability. At the same time, it provides reference for power enterprises to further build advanced information risk management and control platform.
