| 中文摘要: | 我国的电子政务经过十几年的发展,在信息化各方面取得了一定的成就,但由于过去一直是在分散体制下对信息化进行建设,造成了现有政务信息系统相对的分散、异构和封闭,没有统一的体制和架构,相互之间不能互动,政务信息资源无法得到有效的利用和共享。本文的研究目的是设计基于Agent技术构造的智能政务信息检索系统结构,有效地对现有的政务信息检索系统功能进行拓展,从而为用户提供更好的政务信息服务打下基础。本文的研究主要包括以下部分: 第一、在强调电子政务建设重要性的基础上,围绕政务信息资源的特点和存在问题,指出政务信息检索系统的建设要以政务信息用户为中心,以满足政务信息用户的需求为目的。针对政务信息检索服务现状,本文指明了基于Agent的分布式检索技术在政务信息检索系统建设中的优越性。 第二、针对现有政务信息检索系统存在的诸多问题,本文对基于Agent的智能政务信息检索系统框架进行分析研究,同时提出系统的研究思路和目标。 第三、本文分析了政务信息用户兴趣模型的建立方法,对政务信息用户兴趣的获取途径进行了比较研究,检索系统中政务信息用户个性化数据需要长期扩充和维护,才能满足不断变化的政务信息用户需求。 本文的创新性研究主要体现在以下方面: 第一、提出了基于Agent的智能政务信息检索系统结构 本文提出了以Agent技术为基础的智能政务信息检索系统结构,分析了系统的工作流程,对系统各组成部分进行详细设计和功能描述;检索系统中身份认证和权限分配机制的应用保证了政务信息资源的机密性;检索系统利用搜索引擎调度策略和政务信息资源目录体系建设来解决政务信息资源的分布异构检索问题;通过对用户个性化检索功能、增强检索功能和系统分析学习功能的设计研究,使系统的智能性得以体现。 第二、设计了检索系统的个性化功能实现过程 个性化、智能化检索功能是基于Agent的智能政务信息检索系统实现工作有效性的关键,检索系统的用户个性化功能实现过程是从政务信息用户身份识别出发,而后对政务信息用户兴趣进行提取和分析,最后设计用户个性化数据库并进行维护。完善的政务信息用户个性化功能对检索系统智能性的实现起到了重要的推动作用。 本文最后通过案例分析,结合新密市政府网站检索系统功能的改进和试验,验证了基于Agent的智能政务信息检索系统的可行性。 | |
| 英文摘要: | Electronic Government in our country has achieved certain achievements in informatization with the development of last several decades. However, due to construction under the decentralized system, it caused that the government information systems of different branches are correspondingly dispersive, heterogeneous and isolated, which made those heterogeneous systems cannot do work interactively and fail in sharing in government information resources. The purpose of this thesis is to design the structure of intelligent government information retrieval system on the basis of Agent technology, which extends the current government information retrieval functions and make a solid foundation for providing better government information service for users. This thesis contains the following parts: Firstly, while putting emphasis on the importance of electronic government affairs building as well as the traits and existing problems of government information resources, this thesis points out that the building of government information retrieval should center on government information users to satisfy their needs. Aiming at service actuality of government information retrieval, this thesis points out the advantages of distributed retrieval technology basis of Agent in the building of government information retrieval systems. Secondly, aiming at existing information retrieval systems problems, this thesis conducts a full study on system framework of intelligent government information retrieval based on Agent, and put forward the study path and objective of the system. Thirdly, this thesis analyses the building method of government information users’interest model, and conducts a comparative study on the acquiring approaches of government information users’interest, pointing out that the user individuation function of government information retrieval system needs to maintain and better users’individuation information, thus can meet the demand of government Information users. The original points of this thesis are as follows: Firstly, this thesis proposes the systematic structure for the intelligent government information retrieval system based on Agent The author presented the systematic structure for the intelligent government information retrieval system based on Agent, analyzing the work flows of system and taking a full designing on containing parts of the system and description on their function. Considering the confidentiality of the government information resources, identity authentication function and permission assignment system are both included in the system. The retrieval system applies the scheduler strategy of underlying search engine and government information index system to solve the problem of distributed and heterogeneous retrieval of government information. And it achieves the goal of intelligence by designing user individuation retrieval and function of system’s analysis and learning ability as well as by enhancing retrieval function. Secondly, the thesis designs the realization solution of user individuation function in the retrieval system. Retrieval function of individuation and intelligence is the core of effectiveness of intelligent information retrieval system based on Agent. The realization of user individuation is starting with government information users identification, then abstracts and analyses the users’interest and in the end designs and maintains the users’ individuation database. Integrated users individuation function can greatly add fuels to development of intelligence in government information retrieval system. Last, this thesis uses case study, combined with the function improvement and test of retrieval system from Xinmi City E-Government Website, to validate the feasibility of intelligent government information retrieval system based on Agent. | |
