中文摘要:在21世纪的第一个十年,我国出版单位迎来了一个新的变革期,随着图书出版行业市场化改革的不断深入,为了适应市场经济的特点,我国出版单位也要由事业单位转制为企业。在这个过程中出现了很多新问题,例如,我国出版单位前身都是事业单位,工作目标和运营管理模式都具有一定的非盈利组织的特点,在改制后,出版单位作为企业应如何确认自己在市场环境下的战略目标,如何制定适应市场机制的管理方法和考核指标,在当前情况下如何对编辑人员的工作绩效进行评价。现有的方法和模式已经跟不上时代发展的步伐,要解决新时期出现的新问题,就需要新思路和新方法。本文引入平衡计分卡理论,对该理论在我国出版单位中的应用进行了研究。 本文简要的介绍了平衡计分卡的理论基础和我国出版单位的现状,然后在此基础上从战略的角度和绩效评价的角度对平衡计分卡在我国出版单位中的应用进行了研究。本论文以定性研究为主,一方面论文通过文献梳理和逻辑推导,得出本论文的主要结论,另一方面通过举例说明,完善和验证了论文的分析内容。本文的研究主要涉及平衡计分卡两个方面的理论基础,即战略工具和绩效评价工具,并以我国出版单位为研究对象,通过为其设计更为合理的基于平衡记分卡理论的绩效评价指标体系,使我们对平衡记分卡在我国出版单位的应用有了新的认识。  
英文摘要:In the first decade of 21st century, China’s publishing ushered in a revolutionary period. With the in-depth market-oriented reform in publishing industry, in order to adapt to the characteristics of the market economy, China's publishing institutions had to be transferred into enterprises. What faced us in this process is a lot of new problems, for example, as institutions, China's publishing units were typical for their non-profit work goals, operation and management model. After the reform, how to identify their own strategic target under the whole market environment; how to create the suitable market-oriented management methods and performance appraisal standard; how to evaluate the editors’ performance during the current situation? These were all we have to consider. The existing methods and models had been lag behind the development of society. The new concept and method were required for the new problems in new period. This paper introduces the Balanced Scorecard theory, as well as, how it is applied in China's publishing. This paper describes theoretical foundation of the Balanced Scorecard theory, and the existing status of China’s publishing. On the basis of this, it studies the application of the Balanced Scorecard in our publishing industry from strategic and performance appraisal side. In this paper, we are based on qualitative research. On one hand, we draw the main conclusion by literature research and logical deduction; On the other hand, we improve and validate our analysis by effective instances. This study mainly involves two theoretical foundation of the Balanced Scorecard, that is, strategic tools and performance appraisal tools. Meanwhile, we take the researching target of China's publishing, design effective performance appraisal system for them based on the Balanced Scorecard theory. In this we, a new understanding is reached about the application status of the Balanced Scorecard in China’s publishing
