中文摘要:随着经济的高速发展,社会劳动分工的不断细化,市场环境对企业管理水平的要求越来越高,供应链管理的概念在20世纪80年代末开始被提出,并受到越来越多的企业和学者的关注。在供应链管理环境中,采购管理扮演着企业间纽带和窗口的重要角色,是企业增强竞争力的一个重要环节。 本文根据作者的日常工作经验,通过和相关采购部骨干人员沟通访谈等方式,收集和整理公司的相关资料,全面了解弗兰德-西门子公司采购管理现状的基础上,运用现代管理系统的思维方式,研究了弗兰德-西门子公司采购管理的优化方法。首先,本文对弗兰德-西门子公司采购管理现状进行了客观而全面的描述,依次介绍了公司概况与人员配备等。其次,具体分析和找出存在于弗兰德-西门子公司采购管理中的问题和不足,具体为采购组织结构不合理和采购流程的不完善,供应商的管理水平低下,并挖掘出在采购管理中衍生出的采购风险意识差和信息化水平低等问题。围绕以上分析出的各种问题,立足供应链管理的角度,提出对应的采购管理的优化建议,优化采购组织和流程,完善供应商的管理制度,强化采购风险的管控策略等。最后,从采购部相关职能工作的改善为出发点,同时增强质量管理的水平,积极引进新的平台和技术支持,为顺利实施优化建议提供多方位保障措施。 通过本文的研究可知,弗兰德-西门子公司目前采购管理中存在着很多问题,为了企业高速成长的需要,弗兰德-西门子公司必须改进采购管理模式,立足供应链管理的视角,形成具备科学性和有效性的理论指导,实现企业核心竞争力的提升。同时对于同行业其他的企业而言,起到参考和借鉴价值。 
英文摘要:With the rapid development of economy and the continuous refinement of social division of labor, the market environment demands higher and higher level of enterprise management. The concept of supply chain management was put forward in the late 1980s, and more and more enterprises and scholars are involved. In the supply chain management environment, purchasing management plays an important role as a link and window between enterprises, and it is an important link for enterprises to enhance their competitiveness. Based on the author's daily work experience, through communication and interviews with key purchasing personnel, this paper collects and collates relevant information of the company, comprehensively understands the present situation of purchasing management of Flender-Siemens Company, and studies the optimization method of purchasing management of Flender-Siemens Company by using the thinking mode of modern management system. Firstly, this paper objectively and comprehensively describes the present situation of purchase management of Flender-Siemens Company, and then introduces the general situation and staffing of the company in turn. Secondly, it analyses and finds out the problems and shortcomings existing in the purchase management of Flender-Siemens, such as the unreasonable purchasing organization structure and the imperfect purchasing process, the low management level of suppliers, and digs out the problems of poor awareness of purchasing risks and low level of information derived from the purchasing management. Based on the above analysis of various problems, and from the perspective of supply chain management, this paper puts forward corresponding optimization proposals for purchasing management, optimizes purchasing organization and process, improves the supplier management system, and strengthens the purchasing risk management and control strategy. Finally, starting from the improvement of purchasing department's related functions, and at the same time enhancing the level of quality management, actively introducing new platforms and technical support to provide multi-dimensional safeguards for the smooth implementation of optimization proposals. Through this study, we can see that there are many problems in the purchasing management of Flender-Siemens. In order to meet the needs of the rapid growth of enterprises, Flender-Siemens must improve the purchasing management mode, form a scientific and effective theoretical guidance based on the perspective of supply chain management, and achieve the promotion of the core competitiveness of enterprises. At the same time, it has reference value for other enterprises in the same industry.
