中文摘要:随着我国经济建设市场化进程的推进和国家创新体系的建立,军工科研院所的地位和作用日益增强,因为他们肩负着国防建设和国民经济建设的双重责任,并且随着国家指导国防科技工业民用产业发展政策的出台,科研院所的工作重心和职能将会发生改变,在确保完成国防装备研制任务的同时,更要发挥其技术优势、人才优势和资源优势进行民用产业技术研发并将其转化为生产力,大力推进民用产业发展,使军工科研院所融入国民经济主战场。因此提高科研院所的工作热情,通过民用产业技术产品和服务的研发和转化,促进军民产业融合发展,无疑将会对我国国防现代化、国民经济现代化建设和军工科研院所民用产业的发展产生巨大的推动作用。 本文运用激励相关理论和研究成果,对航天三院民用产业技术研发及转化的激励机制进行了重新设计。全文共分为五章,包括理论辅助和实证分析两大部分,运用了调查研究的方法、比较研究法和对比分析的方法。阐述了研究论题的背景、意义和方法,确立了研究思路与框架;介绍了管理学、经济学等领域对激励理论的研究成果和应用实践,解释了激励的意义和构成要素;论述了航天三院军民产业发展现状和激励机制现状,指出了存在的问题,分析了产生问题的根源;根据航天三院具备的主客观条件,对激励机制的重新设计及实施的可行性进行了分析,明确了主要激励行为和激励对象;在此基础上对航天三院军品研究所进行民用产业技术研发的激励机制重新设计进行探索,构建了注重长短期激励相结合的激励机制体系模型,形成了包含对组织的物质激励、精神激励和科研人员的激励的完整激励体系,规划了技术研发及转化途径,针对不同的研发途径进行具体的激励方案设计,并分析了影响激励效果的因素并予以修正和改进。 本文的目的是针对航天三院特定发展阶段的要求,探索建立一套行之有效的激励机制,借助机制的力量引导组织的行为和目标的达成,通过激励机制激发航天三院军品研究所进行民用产业技术研发和转化的积极性、主动性和创造性,实现航天三院民用产业快速发展壮大的目标。 
英文摘要:With the progress of the market course for the state economic construction and the establish of national innovation system,military academies and institutes are improving their status and role increasingly.As they are shouldering a dual-responsibility of the national defense development and the national economy construction, and along with issuing national defense-related science and technology industry civil industry development policy instructed by national departments, the scientific research academies and institutes will change their work center and the function. Under the condition of completing the research and manufacture of the national defense equipment, they should exert their technical superiority, the human resource superiority, and other resources superiority to carry on the civil industrial R&D programs and transforms them as productive forces. They should push the civil industrial development vigorously, and enter the national economy main battlefield. Therefore increasing the work enthusiasm in the scientific research academies and institutes, R&D and translation of the civil industrial technology product and the service, promoting the integrated development of military and civilian industry, the above measures will make enormous progress without doubt for our national defense modernization, the national economy modernization construction, and the development of the civil industry in military scientific research academies and institutes. This dissertation adopts the drive correlation theories and the research results to redesign the incentive mechanism about the R&D and translation of civilian industry technologies in the Third Academy of CASIC. The full text is divided into five chapters including both main parts of theory introduction and demonstrative analysis by using some methods of investigation, comparison, and contrast analysis. In the dissertation the author presents the following contents: describing the background, significance and methods of research theme; establishing the research thought and the frame; introducing management science, economics and behavior dynamic system in main incentive theories and so on, the research results of drive theory, and its practical application in home enterprises; explaining the drive connotation and five main elements of the theory; presenting the development status of civil industry and the incentive mechanism in the Third Academy, the existing problems, and the analysis of the root causes; analyzing the implementation feasibility of redesigning the incentive mechanism based on the subjective and objective conditions to define the main incentive behavior and objects; continuing to explore the redesign of incentive mechanism for the civilian industry in the military institute of the Third Academy, establish the incentive mechanism system model combined the long-term and short-term incentive, form a complete incentive system including physical incentive, mental incentive and incentive for researchers, plan R&D programs and translation routine, develop detailed incentive plans for different R&D methods, and analyze the causes of influencing the incentive effects, and modify and improve the plans based on the analyses. The dissertation aims at exploring and adopting effective measures to stimulate the military institutes to make a good use of existing resources, and testing equipment, researching teams, and technology power to research and develop the civilian industry programs at a special development phase of the Third Academy. It is a necessary developing road for military enterprises to become bigger and stronger, when they achieve the technology translation through listed companies, subsidiary companies, or their interior, promotion of the integral economic efficiency and the resources scale growth, and then achieve the development of military and civilian integration. However, for reaching above targets, it is necessary to analyze profoundly the facing status, unify thoughts, and transform ideas. In order to achieve the specific development targets, the definite incentive organization should adopt special driving methods to stimulate definite objects. During the procedure, it is very important to introduce market economy factors, and innovation assessing system and incentive mechanism for resolving problems of management system and thought and conceptions, exploring to establish an effective incentive mechanism. The mechanism strength will guide the organization behaviors and achieve its targets, and then the incentive mechanism will drive the enthusiasm, the initiative, and innovation of the military institutes of the Third Academy for civilian technologies R&D and translations, so that the target can be achieved which civilian industry of the Third Academy develops rapidly and grows. It is a significant for military institutes to enter the national economy main battlefield.
