中文摘要:随着近些年来全球范围内自然灾害和人为事故的时有发生,人们对于灾难恢复问题的重视程度也与日俱增。同时,经受过突发事件侵害的企业和团体也不再满足于被动的灾难恢复和重建,人们希望找到一种能够保障业务持续运转,既能做到事前预防,又能在事发后快速反应的主动应对模式。在这样的背景下,业务连续性管理这一研究领域应运而生,逐渐成为了企业战略发展和价值创造的关键保障。 业务连续性管理通过识别和分析可能发生的灾害,来预测可能发生的冲击给企业运营带来的风险,并找到一套有效的管理手段,以对这些风险进行防范和消除, 减少灾害事件给企业造成的损失,它是一个整合的管理过程。业务连续性管理理念的发展经历了灾难恢复(即IT服务连续性管理的起源)、业务连续性计划、业务连续性管理三个发展阶段,当代的业务连续性管理理论(BCM)是业务连续性计划(BCP)与IT服务连续性管理(ITSCM)的结合。 本文以B银行为研究对象,按照由通用理论到案例实际应用的研究思路,从基于IT服务的业务连续性管理研究的基本理论入手,首先详细描述了业务连续性的概念、产生、发展和作用,然后对研究中现存的问题进行了分析和归纳,总结出了业务连续性管理体系的通用架构。在此基础上,对B银行的业务情况和支撑业务运行的相关信息系统情况进行调研,依据调研情况对该银行开展业务影响分析。根据业务影响分析的结果,从业务连续性计划和IT服务连续性管理两方面入手,提出改进措施,例如设立业务连续性管理组织架构,完善灾难应急事件的应对流程,建设两地三中心容灾架构体系等。通过研究,建立起该银行完整的业务连续性管理体系,使B银行应对灾难突发事件和人为事故的能力得到有效提升,保障该银行业务的持续运营,提高业务连续性管理水平,维护业务正常运行秩序。 
英文摘要:With the occurrence of natural disasters and man-made accidents on a global scale in recent years, people pay more and more attention to the problem of disaster recovery. At the same time, enterprises and groups that have experienced emergencies are no longer content with passive disaster recovery and reconstruction, and people want to find an active response model that can ensure the continued operation of the business, both in advance and in the event of rapid response after the incident. In this context, the research area of business continuity management is underway, which has progressively become the key guarantee for the strategic development of the company and the creation of value. Business Continuity management is an integrated management process that helps enterprises identify the risks to business operations arising from possible shocks by identifying and analyzing possible disasters, and proposes an effective management mechanism to prevent or offset these risks and reduce the losses caused by disaster events to enterprises. The development of business continuity management concept has gone through three development stages of disaster recovery (that is, the origin of IT service continuity management), business continuity plan and business continuity management. The contemporary Business Continuity Management theory (BCM) is a combination of business continuity planning (BCP) and IT Service continuity management (ITSCM). This thesis takes B bank as research object, following the route of theory to practice application, starting with the annotation of the basic theory applied in research of Business Continuity Management based on IT service. Firstly, specially discusses the concept, generation, development and function of Business Continuity, summarize and analysis the existing problem in current research, provide the general structure of Business Continuity Management. On this basis, conduct investigation on the business and information system of business supporting in B Bank. Analysis the business affection of the Bank. According to the business analytics results, proceed from two aspects of Business Continuity Plan and IT Service Continuity Management to propose improvements, such as establish Business Continuity Management Organization, improve the emergency disposal procedure, and construct the Two Places and Three Data Centers Disaster Recovery Architecture System and so on. Through this research, establishing a complete business continuity management system of the bank and effectively improve the dealing ability of emergency in operational risk of the Bank, to ensure its business continuous operation, improve the level of business continuity management, and maintain normal business operation order.
