中文摘要：	加强基层公共文化建设是当前和今后一个时期完善我国公共文化服务体系的主要内容之一。乡镇图书馆是基层公共文化的重要组成部分，建设乡镇图书馆需要构建科学、合理的绩效评价体系，加强对乡镇图书馆在资源、服务、管理和空间等方面的绩效评价。结合我国乡镇图书馆建设的具体实践，学习、借鉴国内外图书馆各具特色的绩效评价指标体系和经验，构建科学、合理的乡镇图书馆绩效评价指标体系，是新时期推进乡镇图书馆建设的一项重要课题。本文以我国公共文化服务体系建设为宏观背景，以图书馆绩效评价理论和实践为基础，借鉴国内外图书馆绩效评价研究成果，研究了乡镇图书馆绩效评价指标体系及其测评等问题。本文首先阐述选题背景和意义，提出研究的基本框架、研究方法和创新点。随后从理论和实践两个层面综述了目前国内外图书馆绩效评价的研究现状，并以新公共行政理论等相关理论为基础，从社会指标化运动等不同视角和层面分析乡镇图书馆绩效评价体系构建的现实依据。接着分析了我国乡镇图书馆绩效评价现状及影响乡镇图书馆绩效评价的因素，研究了乡镇图书馆绩效评价体系的基本理论问题，并分析了国内外图书馆绩效评价指标体系，为乡镇基层图书馆的绩效评价体系构建提供直接参考依据。之后采用AHP法和德尔菲法确定乡镇图书馆绩效评价指标体系大纲，构建了乡镇图书馆绩效评价指标体系，利用该指标体系对乡镇图书馆进行实证测评。最后阐述本文所得出的结论和主要贡献，指出本研究的局限性和未来需要进一步研究的问题。本文的主要结论和创新点在于：第一，构建了比较科学、合理的乡镇图书馆绩效评价体系。以基层公共文化服务均等化、标准化为导向，研究了反映乡镇图书馆价值原则和本质属性的，包括乡镇图书馆资源、管理和服务等要素组成的乡镇图书馆绩效评价指标体系。将图书馆绩效评价体系构建与我国基层公共文化服务体系建设有机结合起来，从乡镇图书馆绩效评价的视角拓展基层公共文化研究领域。第二，对乡镇图书馆进行绩效测评和分析。运用乡镇图书馆绩效评价体系，对保山市腾冲县和顺图书馆、红河州蒙自市文澜镇文化广播电视服务中心和曲靖市麒麟区三宝街道文体站三所乡镇图书馆的绩效水平进行了实证测评和分析。第三，指出了乡镇图书馆绩效评价存在的问题并提出相应的对策建议。立足我国国情，指出了乡镇图书馆绩效评价的影响因素、绩效评价目前存在的问题，提出了绩效评价指标体系的设计目标、原则与思路，评价体系的特点与适用性等，以及完善我国乡镇图书馆绩效评价的对策建议。在繁荣社会主义文化和提升文化软实力的背景下，加强公共文化服务体系建设成为政府的重要目标和任务，但现有基层公共文化设施中乡镇图书馆的功能发挥得不充分，如果不加强乡镇图书馆的建设和评价，则乡镇图书馆有可能在各种基层公共文化服务设施的“挤压”之中消亡。本文提出了较为科学合理、操作性较强的乡镇图书馆绩效评价体系，不仅为我国图书馆绩效评价研究提供了新的视角和观点，而且为加强和完善我国乡镇图书馆乃至基层公共文化服务建设提供理论参考和实践依据，从而为基层公共文化服务体系建设提供必要的信息支持。
英文摘要：	Strengthen the construction of basic public culture is one of the main content in the public culture service system. Township library is an important part of basic public culture. The development of township library should build a scientific and reasonable performance evaluation system, strengthen performance evaluation of resources, services, management and spatial aspects. With the practice of township library in China, learning experience and different characteristics of performance evaluation index system abroad, and constructing scientific and reasonable system of performance assessment of township library, are new topics in promoting the construction of township library in the new era. Based on the background of construction of public cultural service system, the theory and practice of library performance evaluation in China, drawing on domestic and international library performance evaluation research, the dissertation researches the performance evaluation index system and empirical assessment of township library and so on. This dissertation is divided into seven chapters. Firstly, the dissertation explains the background and significance of the topic, and presents the basic framework, research methods and innovations for this study. Then, the dissertation reviews theory and practice on performance evaluation of library research both at home and abroad, and analyses the realistic basis of the construction of township library performance evaluation system based on different perspectives, such as the theory of new public administration theory, and the social indicators movement. Next, the dissertation describes the library performance evaluation index research at home and abroad, and analysis present situation of township library performance assessment and factors influencing performance assessment, researches basic theory problems of township library performance evaluation system. Then, according to the aforementioned study, the dissertation use AHP and Delphi method to determine the outline of township library performance evaluation index system, evaluation criterion weight factor, the development of township library performance evaluation index system, which was texted in three township libraries in Yunnan Province. Lastly, the dissertation concludes the main contributions of this study, and points out the limitations of the research and the issues that need further study in the future. The main conclusion and innovation of this work are following: First, the dissertation builds a scientific and reasonable performance evaluation system of township library. With equalization and standardization of basic public cultural services, the dissertation studies the value principles and essential attributes of township library, including the resources, management and service elements of library performance evaluation. The dissertation combines the construction of library performance evaluation system with the construction of basic public cultural service system in China, and expands the research field of basic public culture from the perspective of performance evaluation of township libraries. Second, the dissertation uses the performance evaluation system of township library to empirically assess three township library's performance in Yunnan Province, i.e. Heshun Township Library(Tengchong County, Baoshan City), Wenlan Broadcasting TV Service Center(Mengzi City, Honghe Prefecture), Sanbao Culture and Sports Center(Qilin District, Qujing City). The conclusions of this study have important values on the construction and improvement of township library in China. Third, the dissertation points out the problems existing in the performance evaluation of township libraries and puts forward corresponding countermeasures and suggestions. Based on China's national conditions, the dissertation points out the influencing factors and existing problems of performance evaluation of township libraries, puts forward the design objectives, principles and ideas of the performance evaluation index system, the characteristics and applicability of the evaluation system, and puts forward some countermeasures and suggestions for improving the performance evaluation of township libraries. In the context of a flourishing Socialist culture and promoting cultural soft power, strengthening the construction of public cultural service system became an important Government goal and task. However, the functions of town library are not sufficient in existing Community-level public cultural facilities. Without strengthening the construction and evaluation of township library, they may be "squeezed" to die by other grass-roots public cultural facilities. The dissertation presents scientific, reasonable and operational performance assessment system of township Library, not only provide new perspectives and ideas for the research on the performance evaluation of library in China, but also offer theory reference and practical basis for the development of township library and other grass-roots public cultural services, which contributing to provide necessary information support in the construction of public cultural service system.
