中文摘要：	公共文化服务均等化一直是我国政府和社会追求的一个目标，而公共图书馆均等化服务的实现便是我国公共文化服务均等化过程中最为重要的一个环节。为此，我国在2005—2017年相继出台了一系列的引导和支持政策法规，这些政策法规充分表明党和国家已经充分认识到公共图书馆均等化服务的建设对我国推进城乡文化统筹发展和实现社会公平正义有着重大意义。公共图书馆在构建公共文化服务体系中将扮演十分重要的角色，将公共图书馆的服务有机融入公共文化服务体系中，发挥图书馆在空间、资源、技术、设施、人才等方面的优势，是新时期公共图书馆发展的重要任务，也对公共图书馆服务提出了更高的要求。 我国台湾地区公共图书馆服务一直具有其鲜明的特色与活力，笔者利用在台湾做交换生的半年时间实地走访考察了台湾地区北部、中部、南部的公共图书馆，并选取其中具有代表性的六所公共图书馆，立足台湾地区公共图书馆服务现状，采取网络调查和深度访谈的方式，根据均等化服务的目标设计访谈提纲进行深度访谈，从微观数据的具体解析到宏观计划的战略层面，进行实际案例的剖析，以期为大陆的公共图书馆均等化服务发展提供参考。 对以上所选中的公共图书馆均等化服务以深度访谈法和网络调查法对其均等化服务的提供形式、内容、程度进行系统分析。结合图书馆构成要素（空间、资源、人）和基本公共文化服务均等化的三个实现目标（区域均等、城乡均等、群体均等）来系统考察我国台湾地区公共图书馆均等化服务。分别从三个不同维度进行案例研究和对比分析，找出共性，发现差距。 最后，在分析总结调研结果的基础上，对我国台湾地区公共图书馆均等化服务进行总结，得到对大陆公共图书馆完善均等化服务的四点启示：（1）重视落后地区，注重资源共享，实现区域均等；（2）扮演好平台角色，注重服务对象全覆盖，实现群体均等；（3）重视智慧和社会资本积累，助力普遍均等；（4）保持创新驱动力，创新服务与创新管理并驾齐驱。
英文摘要：	The equalization of public culture has always been a goal pursued by our government and society, while the realization of public library equalization service is the most important part in the process of equalization of public cultural service in China.Hence, China successively introduced a series of guiding and supporting policies and regulations in 2015-2017, those policies and regulations fully fully show that the party and the state have realized that the construction of public library equalization service is of great significance to promoting the balanced development of urban and rural culture and realizing social equity and justice in China. The public library will play an important role in the construction of public culture service system, integrating the public library service into the public cultural service system and bringing into play the advantages of library in space, technology, facilities and talents are the important mission of the development of public library in new era and higher requirements have been put forward. The study makes a comparative analysis of the form, content and degree of the equalization service of public libraries in the selected cities by means of in-depth interviews and field research. The equalization of public libraries on both Taiwan and mainland was systematically investigated by combining the three goals of realizing the equalization of library elements (space, resources, people) and basic public cultural services (regional equality, urban-rural equality and group equality). Case studies and comparative analysis were conducted from three different dimensions to find common features and gaps. At last, on the basis of analyzing and comparing the results, it summarize the differences and commonalities of equalization service of public libraries on both Taiwan and mainland, it explores the realization mode of equalization service of public libraries from three different dimensions and obtains four enlightenment on improving equalization service of public libraries in mainland China: (1) attach importance to backward regions and share resources so as to achieve regional equality; (2) play a good platform role, focus on the full coverage of service objects, achieve the equality of groups; (3) attach importance to the accumulation of wisdom and social capital and contribute to universal equality; (4) keep innovation driving force, innovation service and innovation management.
