中文摘要:摘要 随着城市金融的逐渐发展,为进一步扩大自身规模,大型金融机构纷纷看重了农村地区的发展机遇。随着这些大型金融机构的加入,农村金融市场竞争性加剧,同时也对农信社有了更高的要求。与城市金融机构相比,农信社在体制机制、市场定位、核心竞争力等方面都有较大的差距。如何更好的应对这种全新局面,实现对风险的规避是农信社管理者需重视的问题。通过与当前管理者的沟通以及进行市场调查发现,当前大多数农信社的管理者不具备风险管理理念,无法认清未来可能遇到的危机,不会采取提前性的措施进行预防。对于农信社来说,想要在农村地区保持稳定地位,就必须要构建合适的发展战略。L农村信用社(以下简称“L农信社”)主要是为L省地区农业、农村、农民服务即“服务三农”的地方性金融机构。对于L农信社的发展战略研究具有重要的实践意义。 本文以L农信社为研究对象,以解决体制机制改革、如何进行市场定位和如何提高核心竞争力三方面方面问题为战略目标,在借鉴已有发展战略理论成果的基础上,分析农信社面临的外部环境分析、行业环境分析,在此基础上论述农信社面临的竞争状况。利用SWOT分析法,对农信社自身的优势、劣势、面临的威胁、风险等进行深入分析,从而为L农信社选择合理的发展战略,以总体战略农信社转型成为农商行为根本,以市场定位战略为指导,也就是在坚持服务“三农”的原则下,通过实施区域银行与综合银行的组合定位,大力拓展自身的经营空间,实现单一性银行向复合性银行的转变;以竞争战略为抓手并确保战略的实施。最后对L 农信社的组织架构、制度政策和技术保障为具体实施措施进行论述,为发展战略的顺利实施奠定基础并提供保障。本文通过对L农信社现状的研究,总结其在发展过程中遇到的各种问题,结合该信用社制定的发展目标,提出发展战略,以期给与L农信社的发展壮大进行一次有益的尝试。 关键词:L农信社;战略目标;战略选择;战略实施 
英文摘要:Abstract With the gradual development of urban finance, large financial institutions have attached great importance to the development opportunities in rural areas in order to further expand their scale. With the entry of these large financial institutions, rural financial market competition has increased, but also has higher requirements for rural credit cooperatives. Compared with urban financial institutions, rural credit cooperatives are far behind in terms of institutional mechanism, market positioning and core competitiveness. How to better deal with this new situation, to achieve the risk of the management of rural credit community to pay attention to the problem. Through communication with current managers and market investigation, it is found that the managers of most current rural credit communities do not have the risk management concept, fail to recognize the potential crisis in the future, and will not take precautionary measures. For the rural credit cooperatives to maintain a stable position in the rural areas, it is necessary to construct a proper development strategy. L rural credit cooperatives (hereinafter referred to as "L rural credit cooperatives") are mainly local financial institutions serving agriculture, rural areas and farmers in L province. It is of great practical significance to study the development strategy of L rural credit cooperative. This paper takes L rural credit cooperatives as the research object, takes solving the problems of system and mechanism reform, market positioning and improvement of core competitiveness as the strategic goal, analyzes the internal and external environment faced by rural credit cooperatives on the basis of referring to the existing theoretical results, and discusses the competitive situation faced by rural credit cooperatives on this basis. By using SWOT analysis method, the threats, risks and advantages that rural credit cooperatives face are analyzed in depth, so as to select a reasonable development strategy for L rural credit cooperatives, which is based on the overall strategy, guided by the market positioning strategy and focused on the competitive strategy. Finally, the organization structure, system policy and technology guarantee of L rural credit cooperative are discussed, which lays a foundation for the successful implementation of development strategy. In this paper, through studying the current situation of L rural credit cooperatives, various problems encountered in the development process were summarized, and development strategies were proposed in combination with the development goals set by the credit cooperatives, in the hope of giving a beneficial attempt to the development and expansion of L rural credit cooperatives.
