| 中文摘要: | 摘要 随着经济的发展,市场环境瞬息万变,行业间竞争日益激烈,企业逐渐认识到竞争力的核心不仅仅是产品、市场,采购业务成为企业新的核心价值。COSL公司在面临现有的行业形势以及公司发展计划,不得不深入剖析自身的采购管理业务,确认现有的很多传统采购方式已无法满足公司未来发展的需求,只有向战略采购转型,才能使采购管理战略提升,提升公司核心竞争力。 本文通过对COSL公司现有的采购管理模式进行分析,指出存在的问题,以战略采购理论为指导,结合公司自身行业特点和其他研究者结论,从战略层面、运营层面、支撑层面三个层次进行问题分析和转型设计。战略层面是提升采购业务的战略高度,重新定位采购管理职能,同时做好与之对应组织结构优化设计。运营层面的设计就是要打造高效的采购管理体系,做好三个方面的优化:通过品类管理,针对性的实施采购计划;建立优质供应商合作伙伴关系,达成战略同盟;通过优化业务流程缩短采购周期,强化采购业务增值。支撑层面是通过全面便捷信息系统、细致准确的考核体系、领先人才培养机制实现改革全方位支持。最后结合战略采购优化方案分步实现战略采购管理目标。 通关对COSL公司战略采购优化研究,对公司采购业务发展有着指导意义。尽早实现战略采购,可稳步提升公司行业竞争力,同时对同行业战略采购发展也可借鉴参考。 | |
| 英文摘要: | Abstract With the development of economy, the market environment is changing rapidly, and the competition among industries is becoming increasingly fierce. Enterprises gradually realize that the core of competitiveness is not only products and markets, but also procurement business has become the new core value of enterprises. Faced with the existing industry situation and the company development plan, COSL company has to analyze its own purchasing management business, confirming that many of the existing traditional purchasing methods have been unable to meet the company's future development needs, only to strategic procurement transformation, can make the purchasing management strategy upgrade, enhance the core competitiveness of the company. Based on the analysis of the existing purchasing management model of COSL company, this paper points out the existing problems, analyzes and designs the problems from three levels: strategic level, operational level and support level. Strategic level is to upgrade the strategic height of procurement business, reposition procurement management functions, and do the corresponding organizational structure optimization design. The design of operation level is to create an efficient purchasing management system and optimize it in three aspects: purchasing plan is implemented through category management; supplier partnership is established to achieve strategic alliance; purchasing cycle is shortened by optimizing business processes, and value-added purchasing business is strengthened. The support level is to support the reform in an all-round way through a comprehensive and convenient information system, a meticulous and accurate assessment system, and a leading talent training mechanism. Finally, the strategic purchasing management objectives are achieved step by step with the strategic procurement optimization plan. Clearance of COSL strategic procurement optimization study, the company's procurement business development has a guiding significance. Implementing strategic procurement as soon as possible can steadily enhance the competitiveness of the company's industry, and at the same time, it can also be a reference for the development of strategic procurement in the same industry. | |
