中文摘要：	摘要 近年来国家对构建公共文化服务体系一直比较重视，致力于推进公共文化服务的均等化、标准化。作为公共文化服务体系的重要组成部分，公共图书馆也要寻求管理服务模式的创新，提高公共文化服务供给的质量和效率。越来越多的公共图书馆开始探索吸引社会力量参与到公共图书馆的建设当中，通过引入竞争机制来实现服务供给的创新。 借鉴并分析了行政管理、经济领域的一些理论，包括政府失灵理论，新公共管理理论，新公共服务理论，多中心治理理论和委托代理理论，将其与社会力量参与公共图书馆建设相结合。研究主要采用了案例研究法和比较研究法，调查国内外关于社会力量参与公共图书馆建设的研究现状，从改善事业编制紧缺的状况、降低图书馆的管理运营成本、提升图书馆形象三方面探讨将社会力量引入公共图书馆建设的意义和作用，了解相关法律文件对社会力量参与公共图书馆建设的具体规定，选取国内较为典型的社会力量参与公共图书馆建设的案例，介绍其基本情况，并从建设模式、运营机制、监督评估机制等方面分析其特点，进行横向的比较研究，发掘其中存在的问题。 发现在社会力量参与公共图书馆建设的主客体层面存在参与图书馆建设的社会力量规模小、公共图书馆地域发展不平衡问题更加突出的情况，在参与过程层面存在政府资金投入不及时、监督评估机制不健全和图书馆公益性受到威胁的问题，据此提出针对性的、可供实施的对策，在参与主客体层面，重视社会力量自身的发展，鼓励社会力量参与到发展相对落后的公共图书馆建设之中，在参与过程层面，改进报酬给付机制，完善监督评估机制，重视社会力量参与公共图书馆建设的可持续发展。总结社会力量参与公共图书馆建设的发展趋势，得出的结论认为公共图书馆社会化运营将会成为社会力量参与公共图书馆建设的主要模式之一。研究为国内公共图书馆引入社会力量参与建设的实践提供参考，也为后续的研究提供可能的探索方向。 关键词：公共图书馆；社会力量；社会化运营；对策
英文摘要：	Abstract In recent years, the government has paid more attention to the construction of public cultural service system and committed to promote the equalization and standardization of public cultural services.As an important part of the public cultural service system, the public library should also seek the innovation of the management service mode to improve the quality and efficiency of the public cultural service supply. More and more public libraries begin to explore to attract social forces to participate in the construction of public libraries and achieve the innovation of service supply through the introduction of competitive mechanisms. The study draws lessons from some theories in the field of administration and economy, including government failure theory, new public management theory, new public service theory, multi-center governance theory and principal-agent theory. The study combines these theories with the participation of social forces in the construction of public libraries. The methods of case study and comparative study are mainly adopted by the research to investigate the current situation of research on the participation of social forces in the construction of public libraries at home and abroad. This paper discusses the significance and function of introducing social forces into the construction of public libraries from three aspects: improving the situation of shortage of librarian, reducing the cost of management and operation of libraries, and promoting the image of libraries. The specific provisions of the relevant legal documents on the participation of social forces in the construction of public libraries are introduced in this article. This paper selects typical cases of social forces to participate in the construction of public libraries, introduces its basic situation, and analyzes its characteristics from the aspects of construction mode, operation mechanism, supervision and evaluation mechanism, and carries out a horizontal comparative study. It is found that the scale of social forces involved in the construction of public libraries is small and the imbalance of regional development of public libraries is more prominent at the level of subject and object in which social forces participate in the construction of public libraries. At the level of participation process, there are problems such as the untimely investment of public government funds, the unsound supervision and evaluation mechanism and the threat to the public welfare of the library. On the basis of this, some countermeasures are put forward, which can be put into practice. At the level of subject and object, we should attach importance to the development of social forces themselves and encourage them to participate in the construction of relatively backward public libraries. In the process of participation, we should improve the mechanism of payment, perfect the mechanism of supervision and evaluation, and attach importance to the sustainable development of the participation of social forces in the construction of public libraries. It is concluded that the socialized operation of public libraries will become one of the main modes of social forces participating in the construction of public libraries. The research provides a reference for the practice of introducing social forces into the construction of public libraries, and also provides a possible direction for further research.
