| 中文摘要: | 近30年来,是银行小微贷款飞速发展的时期,小微贷款的金额、客户数、普及程度越来越高。随着小微贷款业务不断发展,随之而来的是此类贷款带来的各种风险。2017年召开的全国金融工作会议上,“风险”二字成为出现频率最高的关键词,出现次数高达31次。由于小微贷款业务起步较晚,受小微贷款户数多、金额小、不易管理等综合因素影响,银行对小微贷款的风险管控较为薄弱。加之小微贷款部分可参考的风险管理经验及模型较少,对此类贷款的系统性全面风险管理体系也不够完整。因此,我们迫切需要建立一套针对小微贷款的风险管理体系,一方面通过历史数据分析小微贷款客户风险特征,一方面更好地适应未来小微贷款更快速、更大规模的发展需求。 民生银行自2008年提出小微理念后,把小微战略作为核心战略坚持不动摇,峰值的时候全年投放小微贷款超过4000亿元。天津分行自2004年成立以来,大力发展推动区域内小微贷款业务,分别在华北陶瓷、华北茶城、食品工业协会、南马路五金城等区域市场内投放小微经营贷款,贷款余额一度突破100亿,成为天津地区商业银行小微贷款投放量最大的银行。但是自2013年以来,随着网络经济对实体经济的冲击、整体经济形势下行、各项政策监管等综合影响下,加之小微客户合规守信意识不高,天津分行小微贷款风险呈现爆发态势,小微贷款不良率一度突破20%,给分行经营带来了非常大的影响。 本文以民生银行天津分行小微贷款业务风险管理为研究对象,对天津分行小微贷款的发展和现状从理论与实践的角度进行分析,注重分析的可操作性,着力研究小微贷款的有效风险管理手段,保证了在支持业务发展的同时做好前中后端的风险管控。论文首先回顾了民生银行小微贷款特点与发展情况,同时回顾了商业银行风险管理理论知识。随后基于上述理论回顾,分析了民生银行天津分行小微贷款情况及风险状况,从产品结构、风险意识、贷后管理、技术手段四个角度分析了内部管理存在的问题。然后分析了一下内外部环境对小微风险管理工作的影响。最后,根据上述分析得出相应的策略及建议。 | |
| 英文摘要: | The past 30 years , which has been a period of rapid development of small and micro loans for banks, witnessed the rising of amount of small and micro loans, the number of customers and the degree of popularization. With the continuous development of small and micro loans, the various risks brought by such loans are followed. At the national conference on financial work held in 2017, the word "risk" became the most frequent keywords, with the number of occurrences of 31 times. Because of the late start of small and micro loan business, limited account on small and micro loans, low volume, not easy to manage and other comprehensive factors, the bank's risk control of small and micro loans is relatively weak. In addition, the risk management experience and models of small and micro loans are hard to be referred to, and the systemic risk management system for such loans is incomplete. Therefore, we urgently need to establish a set of risk management system for small and micro loans. For one thing, We go through the past data to do analysis of the characteristics of small and micro loans customer risk, for another, for another, it will better adapt to the development needs of small and micro loans in a more rapid and more large-scale way. CMBC put forward this strategy, developing small and micro-loans, as a core strategy since 2008 with peak loan go beyond 400 billion RMB annually. Since its establishment in 2004, CMBC Tianjin has vigorously developed and promoted small and micro loans in the region, and launched more than 10 billion RMB on small and micromanagement loans in North China ceramics, North China tea city, the food industry association and the hardware city, which makes it become the largest bank of small and micro loans in commercial banks around Tianjin area. But time changes, with the strike brought from cybereconomy to the real economy since 2013, the macroeconomy go down rapidly, various policies released, and supervision is enhanced. By comparison to this, small and mirco loans customer has very weak compliance awareness, which lead to an outbreak on risk of CMBC Tianjin’s loans, the bad loan rate has exceeded 20% and brought a very bad impact on branch business. This paper takes the small and micro loan business risk management of CMBC Tianjin branch as the research object, analyzes the development and current situation of small and micro loans in Tianjin branch from the perspective of theory and practice, pays attention to the maneuverability of the analysis, and focuses on the effective risk management means of small and micro loans, and ensures the risk management of the front and back end at the same time in support of the business development. The paper first reviews the characteristics and development of CMBC's small and micro loans, and reviews the theoretical knowledge of risk management in commercial banks. Then, based on the review of the above theory, we analyzed the small and micro loans and risk status of CMBC Tianjin branch, and analyzed the problems of internal management from four aspects of product structure, risk awareness, post loan management and technical means. Then it analyzes the impact of internal and external environment on small and micro risk management. Finally, according to the above analysis, the corresponding strategies and suggestions are drawn. | |
